General Description of the Program
Refugees: GOAL has played a significant role in the response to the refugee influx into Ethiopia since 2011, when GOAL began supporting Somali refugees in Dollo Ado refugee camp and the reception centre in Dollo Ado. Today, with funding and support from the European Commission’s Humanitarian Office (ECHO) and the US State Department (PRM), UNHCR, WFP and UNICEF, GOAL Ethiopia is implementing a life-saving response across eight refugee camps in Ethiopia with combined population of over 240,000 refugees. The current camp population for Tierkadi camp is 70,720, Kule 51,562, UNHCR November 2022. Berhale 15,600, Asayita 25,712, Serdo around 3,343. UNHCR January 2023.
Tsore 43,894, Sherkole 12,319, and Bambasi 20,150 (UNHCR December 2022). GOAL is supporting Eritrean, South Sudanese, and Sudanese refugees with essential services, including nutrition services for South Sudanese refugees in two camps in Gambella (Tierkadi and Kule), three camps in Afar (Berhale, Serdo and Asayita) and three camps in Benshangual (Tsore, Sherkole and Bambasi). GOAL provided hot meals for new arrivals In Serdo refugee camps and is providing a comprehensive nutrition program in Serdo camp in Afar Region. GOAL recently began restabilised the Berhale refugee camp programme following the cease fire agreement in the North of Ethiopia.
GENERAL DESCRIPTION OF THE ROLE
Under the direct supervision of Woreda Project Manager, the senior Health & Nutrition Officer is responsible for the day-to-day management of Primary Health and Nutrition Care project implemented in the operational Woredas of Somali region. Provision of primary health care service and management of Mobile Health and Nutrition Team (MHNT) is a key component of the position holder.
Description of Functional Relation Ships of the role, if any
The senior Health & Nutrition officer will provide consultation and he/she will support the implementation of GOAL Ethiopia’s H&N activities and approaches in line with the global strategy and Ethiopia’s government health strategy and provide technical support to GOAL Ethiopia’s integrated programme activities in the project implementation area.he/she will also integrate emergency responses at FO level in case of health emergencies that GOAL decides to intervene. He/she will work with the GOAL health & Nutrition team and other officers within the field office to enhance their participation and involvement in prevention, awareness creation and capacity building of woreda based government health staffs.
KEY AREAS OF ACCOUNTABILITY/DUTIES (detailed list of tasks and outputs categorized by “daily” “weekly” “monthly” or any other category which fits the role)
Overall Objectives of the position:
· Support GOAL development focused health& Nutrition programming towards an approach based primarily on innovative, integrated primary health care and health promotion focused on community development through social behavior change.
· Liaise with local MOH and NGOs for implementations of activities and best practices, and to participate in health promotion networks.
· To support outcome monitoring and evaluation of emergency and development health programming
· Support project planning, coordinate implementation of project activities and evaluations.
· Provide technical support on programmatic issues to field level staffs and supervise CDWs.
Description of Functional Relation Ships of the role
The senior H&N officer will work closely with the programme team at field offices and contribute an input for HO programme team when necessary in Development, emergency responses for implementation of the programmes objective. S/he will be expected to give technical support to field office team.
Key Duties/Task list.
Liaison and networking
· Liaise with MOH at Woreda and to ensure that GOAL’s integrated programmes and interventions respond to emerging MOH policy changes.
· Represent GOAL at Woreda level technical and coordination meetings, when assigned by the supervisor.
· Contribute for GOAL’s health programmes are in line with MOH directions.
· Liaise with the woreda Health Cluster on disease outbreaks, needs, and gaps and participate in emergency meetings as they may be organized through FMOH and or through the Health Cluster.
Technical support to staff
· Facilitate establishment and enrollment of CG and Men health groups in target kebeles.
· Facilitate and ensure all kebele level approach structures (CHFP, CBRHP and etc) are well organized and functional.
· Identify health &N related training and other capacity building needs of staffs and flag to the line manager.
· Provide technical support staff members on health promotion approaches (CDWs) and other technical issues related to health& Nutrition.
· To foster teamwork and integration within programmes at FO level.
· To ensure technical integration b/n health, nutrition and WASH in terms of filed level interventions.
· Contribute for the development of technical documents and tools related to health promotion, reproductive health, nutrition specifically using social behavior change and systems thinking approaches.
· Support the recruitment of health staff at field level.
Health promotion through community development and social behavior change.
· To strengthen community participation in the design, implementation, and evaluation of GOAL’s health &Nutrition approaches
· Contribute for development of integrated, innovative health promotion approach based on social behavior change and systems thinking approaches.
· To ensure that GOAL’s integrated programmes are based on an understanding of gender relationships within communities and to work towards gender equity.
· Maintain, strengthen, and promote a firm commitment to community-based development planning, implementation and monitoring at local level.
Activity integration
· Contribute for the integration of the health and Nutrition program me activities with WASH and emergency response programmes through integrated planning, shared activities, and regular team meetings.
· To actively promote the mainstreaming of child protection and gender into health and nutrition programming.
· To facilitate information sharing and lesson learning within the team
· Lead monthly program review meeting in consolidating with integrating with WASH officer and others.
Budget management and reporting
· Prepare DIP plan, TORs and Training report.
· Forecast monthly GMT and share to line manager.
· To report on a weekly/monthly basis to line manager and compile and submit interim and annual reports as required.
Monitoring and Evaluation
· Support development of improved indicators for monitoring and evaluation.
· Support implementation of quantitative and qualitative data collection, analysis, and reporting.
· Closely follow and monitor the implementation of the integrated programme activity plans and budget utilization through conducting monthly and quarterly review meetings with staff.
Procurement
· Up on the need all PRs are raised through PR generator and follow up the procurement.
· Liaison with field GOAL’s logistics and procurement departments and support procurement of project materials
Mainstreaming Issues:
· Understand and implement, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS, social inclusion and Child Protection.
· Ensures gender, HIV/AIDS, child protection and inclusion is effectively mainstreamed throughout the program me activities.
· Act as a role model and provide feedback to encourage other in supporting equity and diversity principals, and the accommodation of other differences in the workplace.
Compliance Issues
· Familiarize self and understand GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the program me is working on and comply with same in area of responsibility.
· While conducting trainings, make sure the training report and the signed attendees list is formally addressed to the Grant Unit for a central donor file.
While conducting distribution and material hand over he/she must follow procedure in authorization and collecting necessary document.

REQUIREMENTS : (Educational Qualification and Experience)
Essential Requirements:
- BSc/HO in Public Health with a minimum of four years’ proven work experience preferably in NGO and in development and emergency response
- Demonstrable experience in working with communities, and knowledge of participatory approaches.
- Extensive Knowledge and experience in primary health care system.
- Strong knowledge on monitoring and evaluation and report writing,
- Ability to plan and organize work to meet individual, team, and programme objective,
- Training and facilitation skill
- Ability to effectively liaise with government, donors, NGOs, community leaders and other stakeholders,
- Fosters working in teams & teamwork spirit,
- Very good knowledge and practice of computer application,
- Excellent communication skills, both written and spoken. Knowledge of local language is a must.
- Continually looks to improve personal skill, knowledge and work hence contribute to capacity building within the team and organization,
- Flexible and creative approach; keen to take initiative where appropriate.
