Under the overall supervision of the Head of Sub-Office-Jigjiga, the direct supervision of the Senior Durable Solutions Advisor and in close correspondence with the IOM Durable Solutions team, the incumbent will be responsible for  providing technical expertise to regional interagency coordination of durable solutions providing technical oversight durable solutions the Somali Region Durable Solutions Architecture including the Steering Committee, DSWG and other relevant stakeholders on housing, land, and property (HLP) issues. S/he will provide crucial support to the team’s implementation, coordination, networking and information-gathering/sharing activities of the Somali DRMB and DSWG with a focus on HLP issues. The position will require close collaboration with IOM staff members, DSWG members and other project partners, and regional/local authorities.

 Responsibilities and Accountabilities:

1. Develop strategic documents and policy for durable solutions for the Somali region including providing technical assistance to government ministries and partners.

2. Develop training curriculum and associated tools for partners and government counterparts.

3.  Liaise with national level counterparts and when needed represent the Somali Region durable solutions structure in interagency platforms.

4.  Liaise with technical colleagues at HQ level for the streamlining global tools and standards.

5.  Support the ongoing management of the durable solutions architecture in the Somali Region including by serving as chair of the Zonal Durable Solutions Working Group (RDSTAG). This includes maintaining an updated scope of work and workplan, managing memberships, developing frameworks and approaches to guide implementation of durable solutions strategies, and overseeing quality control of durable solutions interventions.

6.  Oversee interagency coordination of durable solutions operations and organize the capacity building of partners and government counterparts

7. Technically support the Somali DRMB to include HLP-related components in the regional government’s durable solutions policies, legislations, activities and other initiatives;

8.  Coordinate gathering, analysis, and presentation of up-to-date information and data on relevant HLP laws, procedures, and practices in the Somali region;

9. Perform other duties as may be assigned

Required Qualifications and Experience

Education:

  • Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with 5 years of relevant professional experience; or
  • University degree in the above fields with 10 years of relevant professional experience.
  • Academic background in other related fields can be considered only when combined with demonstrable experiences with HLP and robust understanding of the Ethiopian Somali context 

 Experience:

  • Experience in migration, project implementation, community stabilization, peacebuilding, and displacement management;
  • Experience in liaising with government authorities and international institutions;
  • Relevant experience at the national or international level with HLP law practice, policy development, relevant programmes and projects required;
  • Proven experience on strategy development and advocacy on IDPs issues as well as in-depth knowledge of main protection and humanitarian standards required;
  • Demonstrable partnership development, coordination, high-level client relations, and resource mobilization experiences at mid-professional level desired;
  • Solid experience in humanitarian and development operations and knowledge of the UN System coordination desired;

 

Skills:

  • Computer/software literate, preferably knowledgeable in Microsoft Office.
  • Rich knowledge of disaster management, internal displacement and conflict analysis desired; and
  • Familiarity with the UN, particularly the UN Reform Agenda desired)

 Languages

  •  Thorough knowledge of spoken and written English and Somali
  •  Knowledge of Amharic and other local languages have advantage

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
