Project overview
Currently, Pathfinder Ethiopia is implementing a one-year project in Ethiopia to support the scale up of Medical Abortion (MA) combipacks. The project aims to 1) address barriers preventing access to medical abortion in industrial parks, including access to supplies and supply chain, VCAT for managers, training and follow-up; 2) leveraging existing supportive policies and strategies to advocate with industrial park managers to allocate resources for Quality Assured (QA MA) in routine clinic services, which will further improve the efficiency and effectiveness of the scale up of QA MA in industrial parks under the three project intervention regions (SNNP, Oromia and Amhara); and 3) utilize the results of the project in the targeted industrial park facilities to promote and influence the industrial park (including non-intervention parks) and MOH officials to scale the availability and sustainability of CAC services using QA MA combipacks in all including all other industrial parks in Ethiopia, and ultimately in the public health system of Ethiopia. The project also strives to work with important supply chain system partners in Ethiopia including FMOH, EPSA, UNFPA, and other partners.
Job Summary/Position Summary
Under the guidance and close supervision of the Obstetric Fistula Advisor and SRH Coordinator for HFHC project, the M&E and Technical Officer will be part of both the M&E and the SRH Technical teams supporting the project and have overall responsibility for monitoring, evaluation, planning, learning and assisting in the technical implementation of project activities. He or she will also support and oversee data collectors and regional level staff members with M&E and SRH related responsibilities.
Duties and responsibilities
- Responsible for the overall Monitoring, Evaluation, and Learning (MEL) and Knowledge Management (KM) in the coordination and implementation of the three project intervention regions.
- Monitoring activities across the three region IPs and their satellite health facilities and ensuring project partners and supported facility staff are entering data into data systems on a timely basis.
- Perform consistency and validation analysis of data and facilitates improvement on data collection, documentation and reporting systems.
- Assist supported health facility staff the project team in refining performance indicators as may be needed and reporting on them through a donor results framework.
- Responsible for engaging with relevant project M&E partners at both regional and national levels.
- Review the reporting systems of the project and ensure that the system is updated based on in-house and donor feedback.
- Oversee the preparation of quarterly and annual activity reports from supported and targeted facilities and IP levels in the three regions to ensure their timely collection, summarization, and submission.
- Provide internal reports to supervisor on progress against annual work plans.
- Assist the supervisor in the facilitation and implementation of planned SRH activities including during workshop and training sessions.
- Assist supervisor in preparing weekly, monthly and quarterly work plans and budget.
- Provide technical M & E support to the national and regional technical team.
- Carry out supervisory and follow-up related field visits to IP and satellite health facilities’ activities.
- Oversee documentation of project activities and processes, good practice, innovations and learning.
- Oversees record-keeping, data collection, and data analysis in the intervention areas.
- Carries out all other duties as required by the immediate supervisor and the management.
Basic requirement
- MSc/MA in Public Health, Demography, Statistics, or related fields
- 5 (Five) years of relevant work experience in research, monitoring and evaluation in the areas of SRH/CAC/FP is required.
- Technical knowledge, skill, and experience in SRH/FP arena: fields of SRH service delivery with particular emphasis in CAC, FP, AYRH and MNH is mandatory.
- Ample experience in data analysis, report writing, documentation, and dissemination.
- Work effectively both as a team member and independently.
- Energetic and outgoing with diplomacy.
- Effective communicator in both Amharic and English.
- Ability to work well under pressure and meet deadlines.
- Skills and experience in computer applications and utilization are mandatory.
- Knowledge of statistical software such as SPSS and Database management is preferred.
