Marie Stopes International Ethiopia (MSIE), a partner of MSI, is currently undertaking a dramatic scale-up of health service delivery for low income women and couples in Ethiopia. This includes expanding services in clinics and rural outreach programs into new regions of Ethiopia and creating social franchising networks of private quality service providers. 1. JOB SUMMARY
Youth and Community Mobilization Advisor under the supervision of the south area program manager for all youth-related activities for Marie Stopes International Ethiopia’s (MSIE) core business and project deliverables. The job holder works closely with Area Program Managers, private health sector support officers, support office channel leas, MSIE technical Heads, and other key stakeholders to ensure the attainment of youth program goals and objectives. This role has a focus on ensuring that the project activities are well coordinated, that team outputs are of a high standard and meet the demands of internal and external stakeholders, and are used to improve women’s employee health and women empowerment at large. S/he will assist the program area offices in the design, roll-out, and day-to-day management and implementation of youth and community mobilization and engagement activities.
Specific Responsibilities
- Provide technical oversight, and strategic direction and ensure appropriate support for the implementation of project activities to increase youth uptake of sexual and reproductive health services in MSIE-supported channels.
- Identify appropriate facility- and community-based strategies to address demand generation and community mobilization bottlenecks that act as an impediment to effective service delivery for youth.
- Document and maintain an inventory of successful tools and approaches for demand generation and community mobilization/engagements.
- Work with area-level MIS Team to design, and implement a plan to track data/results related to demand generation and community mobilization/engagement.
- Ensure that MSIE services outlets are more accessible, attractive, and relevant for vulnerable young people
- Work as part of a private health sector support officer, to involve, motivate and inform non-youth staff with regards to youth and demand creation.
- Review existing learning and best practices and articulate key barriers to youth/adolescent access to SRH services.
- Conduct stakeholder mapping on organizations working in Ethiopia related to youth SRH services.
- Proactively develops and maintains the highest standards of youth/client-focused customer care in all areas of responsibility
- Undertake youth-focused demand creation activities, based on evidence-based practice and “what works”
- Liaise with parents/carers, schools, and other agencies and services to target young people who have SRH service unmet needs
- Ensure the SRH needs of young people are identified and met accordingly through appropriate MSIE channels.
- Ensure that the IEC/BCC material is developed considering young people’s social and emotional skills, enabling them to make positive choices, manage change and navigate risk.
- Collates and reports feedback relating to the youth/adolescent perception of the SRH services in order to inform the management decision-making process.
- Provides regular feedback to your line manager ensuring they are advised of all developments and problems
- Identifying vulnerable young people early, in the context of their everyday lives
- Ensure effective partnership with all Stakeholders and proactively engage in organizing forums with partners to ensure ownership of other organizations.
- Provide timely response, feedback, and support to program area manager and sub-office focal persons on technical and management matters relevant to youth program implementations in the regions.
- Organize training, review, and experience-sharing meetings at the regional level to facilitate youth program implementation and improve performance.
- share evidence and best practices that work well with regard to youth within MSIE and for other MSI communities through the Success Model platform.
- Ensure compliance with M&E donor requirements.

3. PERSON SPECIFICATIONS
A. Qualification requirements
- MPH/MBA or BSc/BA in public health with at least four years of relevant experience or
B. Experience
- 4 years for MA and 6 years for BSc/BA
- Training or education in the delivery of youth-related programs and/or youth program development or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities is preferable.
- Substantial youth and community work experience;
- Skill in demand generation and community mobilization/engagement, strengthening service; delivery projects, training, performance, and quality improvement, monitoring, and evaluation;
- Experience in monitoring and evaluating donor-funded projects;
- Strong oral and written communication and presentations skills in English;
- Experience in capacity-building activities, preferably across a diverse group of individuals;
- Experience in writing and editing documents/papers;
- Experience in family planning and reproductive health is desirable.
