Position Background -Job Specific

UNOPS and the ECA have partnered together to deliver on a project that will put in place the critical business systems and services to enable the Economic Commission for Africa (ECA) to go beyond its current regular operations and effectively deliver on its Business Plan mandate of becoming Africa’s premier think tank. Five specific outcomes are foreseen, which are the results of the implementation plans of four corporate strategies introduced for communications, publications, knowledge management and ICT for Development. When attained, the outcomes will result in a sustainable increase in the visibility and impact of the organization’s work in the areas of policy research and knowledge delivery. This recruitment initiative is carried out by UNOPS in support of ECA’s Information and Communication Technology Services Section (ICTSS) strategic intent.  It is with this objective that UNOPS advertises these opportunities in partnership with ECA. 

Functional Responsibilities

The Project Manager will be reporting to the ICTSS Frameworks and Compliance Unit (FCU) Chief and s/he will be responsible for the following;

  • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or participates as a member of a technical team with responsibility for major components of the more complex systems.
  • Develops detailed system and other functional specifications and user documentation for deployment of major systems.
  • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
  • Manages and oversees different projects for the operations and enhancement of Information and Communication Technologies, working close collaboration with the various Units within the Section.
  • Provides advice on the management, design, engineering, installation, operation, documentation and maintenance of the ICT systems and any equipment necessary.
  • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
  • Develops training materials, operating and user manuals; trains staff in assigned systems.
  • Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
  • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
  • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
  • Performs other related duties as required.

Education/Experience/Language requirements

Education:

  • Master’s Degree in Computer Science, Information Systems,    
  • Mathematics, Statistics or related fields. 
  • Bachelor’s Degree (A first-level university degree) in Computer Science, Information Systems, Mathematics, Statistics or related fields in combination with additional two (2) years relevant experience may be accepted in lieu of the advanced university degree.

Certification:

  • Prince 2 
  • Certification/training in industry recognized project management methodologies is an added advantage

Experience:

  • A minimum of five (5) years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area. Experience in ICT project management is highly desirable. 
  • Knowledge/experience in the ISO 27000/27001, ITIL and CobiT frameworks is an added advantage.
  • Ability to work under pressure and provide high quality deliverables in difficult situations. 

Language Requirements:

  • Fluency in English is required. 
  •  Knowledge of another UN official language is an advantage.
