The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center country office in Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs, is looking for a qualified professional to fill the following vacancy for its health programs. 

Main Responsibilities:

The Water construction officer is responsible for planning, coordinating, budgeting, supervising and ensuring the highest technical standards are met from the beginning to end of each project under his portfolio i.e. schools targeted for The Carter Center Assisted water provision. He/she has the following duties and responsibilities:


      Ø  Develops detailed implementation fiscal and financial plan for water construction activities.

      Ø  Works closely with the regional manager, Water Technical Working Group (TWG) and the regional education bureau to identify target schools for water construction.

      Ø  Closely works with the TWG in identifying water scheme type and site location by conducting geological surveys and GPS mapping

      Ø  Supports to the regional water bureau and woreda water offices on the preparation of the bid documents, contracts and MoU specific to water construction.  

      Ø  Prepares specifications, bills of quantities, and design for contract work package of water schemes.

      Ø  Follows the construction of the water schemes based on the approved bill of quantity and design, ensuring utmost quality.

      Ø  Ensures water quality test is done as per the quality standard set by the regional water bureau.

      Ø  Coordinates with focal persons/experts at woreda water, education, and health offices during construction, supervision, community mobilization, and formal handover of completed hardware.

      Ø  Supervise the construction activities of contractors on construction sites (gravity and pressure lines; distribution network; shallow wells; hand-dug wells; pumping stations; reservoirs; and other hydro-technical structures) and ensure all work of the contractor is in accordance with the approved plans, specifications, and agreement documents.

      Ø  In coordination with the STP team and the technical working group, ensures that all reports are accurate and submitted in a timely manner.

      Ø  Works closely with the Education and Water Bureau Engineers and other project staff to ensure that there is consistent, quality monitoring and evaluation of school water, hygiene, and sanitation related activities and that reporting is accurate and timely.

      Ø  Follows the detailed quarterly monitoring schedule set by the TWG for school WaSH committees, water sources, and school hardware that is efficient and effective.

      Ø  Supports the regional manager in preparing necessary and regular reports about water provision projects.

      Ø  Performs other duties assigned by the regional manager.

      Required Number: One 

      Terms of Employment: One-year contract with a possibility of extension.

      Qualification and Experience:

      • B.Sc./M.SC in Geology/Applied Geology/Earth Science or Hydrogeology

      • Minimum 7 years for B.Sc.; 5 years for M.Sc.   

      Additional Requirements:

      • Professional technical skills desired in Water construction site selection, water well drilling supervision, use of geophysical instruments and groundwater software and GIS.
      • Good interpersonal and management skills.
      • Willingness to work for extended hours when needed and travel to field sites frequently.
      • A person who is a self-starter, who can accomplish the task with minimal or no supervision.
      • Strong personal attributes such as Integrity and honesty.
      • Recommendation letter from the most recent employer.
      • Previous NGO experience is a plus.
