Background
The Hailemariam & Roman Foundation (HRF) is a non-profit international NGO established by the Former Prime Minister of Ethiopia, H.E. Mr. Hailemariam Dessalegn & the Former First Lady of Ethiopia, H.E. Mrs. Roman Tesfaye. It strives to support the efforts of government, communities and partners in bringing socioeconomic transformation in Ethiopia and the broader continental Africa. 
With four of its programmatic focus areas- health (reproductive, maternal, neonatal & child) and nutrition, climate smart conservation and ecotourism, economic empowerment of women and youth, and agriculture transformation and food security, synergizing each other, the foundation envisions seeing “A healthy and economically empowered community in a well-conserved environment.” Geographically, its support focuses on areas with the highest disparities where the foundation could add value.
Introduction
As a reputable Foundation, HRF understands that to realize its aspiring program and operational goals, it requires a robust financial and accounting system, to contribute to the integrity of its resources management. In addition to providing Value for Money, the effective accountancy and financial management service system serves as an objective verifier of accountability to beneficiaries, Partners, donors, the board, and other stakeholders. 
HRF has established and instituted its financial management and reporting function based on the Generally Accepted Accounting Procedures (GAAP). However, HRF is looking for implementing International Public-Sector Accounting Standards (IPSAS) in its financial management and reporting to have a uniform financial reporting system and improve its accountability and transparency, and to meet the current requirements of Agency for Civil Society Organizations (ACSO) in the meantime.
In addition, HRF intends to strengthen and improve its Financial Governance and Accountancy function as well as evaluate and update its Financial and Accounting Procedure system due to some push factors that look forward. To meet the financial management demands of a wide range of donors, the system must be more comprehensive in order to include procedures for adopting IPSAS and implementing new accounting software in the Foundation’s financial system. HRF is opening field program offices; therefore the new system should have enough room to accommodate their accounting and financial processes. Additionally, it’s required that the updated system addresses the dynamic external and internal financial management situation allowing for modifications with a view to the future.
Purposes

The main purposes of this consultancy service are: 

  • To support the adoption of IPSAS into the HRF financial function and convert the existing records on GAAP to IPSAS.
  • To recommend and install an updated HR and accounting integrating financial system for the Foundation.
  • To train HRF Staff on IPSAS and new financial and accounting system, and conduct post training and implementation review.
  • To provide ongoing mentoring and technical support to HRF finance staff on the implementation of IPSAS and new financial software/system
  • To identify risk areas of IPSAS and New financial system Implementation and support in developing risk mitigation plan
Scope of the work
Adopting and Implementing IPSAS, 
  • Develop an inception report based on the TOR, outlining a sound methodology for adoption and implementation of IPSAS. The inception report will have plans and strategies with clear deliverables, indicators, resources and tools to be used in implementation of IPSAS.
  • Conduct Gap analysis and develop strategies for IPSAS implementation that build on benchmarking exercise and convert existing records from GAAP to IPSAS.
  • Recommend HR and accounting integrating financial software/system
  • Develop comprehensive strategy with specific actions, timeline and responsible body incorporating all relevant aspects as above.

Training and technical support on implementation of IPSAS and new accounting software 

  • Develop a training inception report based on the TOR
  • Conduct skills assessment in the finance management and accounts section of the Foundation.
  • Develop training module based on critical capacity gaps on the theory, principles and implementation of IPSAS and newly recommended financial software and system 
  • Train relevant HRF staff members from Head quarter and Field offices
  • Share training/reference materials with the trainees and for the Institute’s repository
  • Conduct post implementation assessment to verify successful adoption and Implementation of IPSAS and the new financial software,
  • Provide ongoing mentoring and technical support to HRF finance staff on the implementation of IPSAS and new financial software/system
Deliverables
  • The recommended new, up-to-date, and applicable financial software to the Foundation
  • Improved capacity of HRF Staff in preparing IPSAS compliant annual financial statements (Years 2020-2024)
  • Standard  training and reference materials on Adoption of IPSAS and use of new financial software.
  • Soft and Hardcopy of HESPI’s Finance training Manual/Procedures.
  • Soft and Hardcopy of IPSAS converted Financial Statements (Years 2020-2024)

Duration of the Assignment 

  • The provisional start date of this assignment is on 13 May 2024, with expected end date being 14, June 2024. 

Submission

  • The outputs must match quality standards. 
  • The final deliverable of the training materials for the adoption of IPSAS training along with IPSAS converted financial statements and all other relevant attachments is expected to be submitted.

Qualification, Experience and Competencies of the consultant

Education

  • Master’s degree in Financial Law, Accounting and Finance, Accounting, Business Administration, Business Management and related fields.
  • IPSAS professional qualification from recognized institution.
  • Renewed Practicing Certificate from Accounting & Auditing Board of Ethiopia. (Personal &/or Firm Competency Certificates).

Experience

  • At least  8 years of related working experience, 
  • Demonstrable previous experience of development of high quality Financial Management and Accounting system for international institutions with recorded concrete evidences (samples could be requested during recruitment). 
  • Considerable experience in adopting and implementing International Public-Sector Accounting Standards (IPSAS) and/ or International Financial Reporting Standards (IFRS) for minimum of five years, in non-governmental organizations (with At least Three Testimonies on IPSAS Conversion Process). 
  • Experience of preparing training manuals and developing training plans and providing training for middle and senior level staff members in the areas of Finance Management and Accounting and adoption and Implementation of IPSAS

Competencies

  •  Excellent organizational and communication skills, 
  • ability to prioritize, to lead and work independently with minimum supervision from the client and strong interpersonal skills and
  •  The ability to communicate and work well with diverse people from diverse cultural backgrounds.
  • Excellent writing and oral communication skills in English.
