Amref Health Africa (formerly African Medical Research Foundation) is the premier African-led international health development organization headquartered in Nairobi, Kenya. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa in the intervening years has broadened its mission to include training of some 500 thousand community health workers and managing the design and implementation of health development projects in more than 30 countries across Africa. With a focus on women and children, Amref Health Africa strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, clean water and sanitation and surgical and clinical outreach. Amref Health Africa has offices in Kenya, Ethiopia, South Africa, South Sudan, Senegal, Tanzania and Uganda as well as in Europe and North America. The organization employs over 1,000 people.

Although Amref Health Africa has been formally registered in Ethiopia in 1998, a full-fledged country program was started in 2002. Since then, the country program has grown from one project in Addis Ababa to over 20 projects in five regions (Addis Ababa, Afar, North Shewa, Oromiya and Southern Nation, Nationalities and People Region). 1. INTRODUCTION

Amref Health Africa, the largest African led international organization on the continent, provides training and health services to over 35 countries in Africa. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa now delivers preventive, community-based health care.

Although Amref Health Africa has been formally registered in Ethiopia in 1998, a full-fledged country program with a country office started in 2002. Since then, the country program has grown from one project in Addis Ababa to more than 20 projects in Afar, Amhara, Benishangul-Gumuz, Gambella, Oromia, SNNP, Ethiopia Somali regions and nationwide health systems strengthening interventions focusing the capacity building of the national Health Extension Program.

Amref Health Africa in Ethiopia strongly committed to contribute towards closing the gap, Amref Health Africa has chosen to act in a holistic and integrated way, focusing on three interrelated thematic areas: (1) Human resource for health, (2) Communities systems strengthening (3) Health management information systems. Amref Health Africa in Ethiopia delivers programs on maternal health, Child health, Water, Sanitation, and Hygiene (WASH), Communicable Diseases, None-communicable Diseases, Clinical Outreach Services, Emergency Nutrition, HEWs and Midwives Training and Operational Research. The training and the clinical outreach programs are being implemented nationally across all regions of the country.

Through its WASH program, Amref works to ensure access to and utilization of sustainable and improved WASH services by creating access to safe, affordable and adequate water supply, sustainably improved sanitation and hygiene services delivery and institutional capacity development. Amref addresses the root economic problems of the community by integrating WASH interventions with nutrition, livestock development, income generation, climate change mitigation and livelihood opportunities. Amref delivers WASH services in close collaboration with Ministry of Water, Irrigation and Energy, Ministry of Health and their respective regional government bureaus, nongovernmental organizations (NGOs), and local communities.

2. PROJECT BACKGROUND

 

2.1  Background

Amref Health Africa in Ethiopia with consortium Partners of Engender health and DKT Ethiopia starting an integrated project on SRHR, WASH & MHM, and Nutrition called REACH (Reach, Expand & Access Community Health) with a funding support the Embassy of the Kingdom of The Netherlands.  The project’s overall objective is to ensure women’s and young people’s SRHR, MHM, WASH, and nutrition needs by the end of 2026 in Borena and Jimma Zones through integrated programming. The project will contribute to enhance SRHR and wellbeing, reduced prejudice towards menstruation through access to SRHR, water and sanitation hygiene and MHM services.

The REACH Project conducted WASH rapid assessment in the Jimma and Borena Zones. Findings indicated that only 27.8% of school facilities have a water supply system on their premises, of which 73.8% require maintenance. Only 39.6% of schools have gender-segregated toilets.

The REACH project will use schools as an entry point for the WASH interventions and priority will be given to schools and surrounding communities (up to 1 kilometer radius of schools) lacking WASH/MHM facilities based on school audit findings.  WASH project activities will be tailored to be responsive to the underlying contexts that may include the diverse livelihoods of the communities served as well as existing conditions that may facilitate or hinder interventions. In Borena, water supply options will primarily focus on rehabilitating existing dysfunctional water points to meet the demand for the school communities and where applicable for domestic and livestock use. While in Jimma, both new water supply development and rehabilitation for school and domestic use will be prioritized. However, expansion of the water supply system from the schools to the surrounding communities and/or vice versa will be similarly considered for both zones

Implementing the IWRM approach enables the schools and surrounding communities to effectively manage available water resources and increases community ownership of the water supply infrastructure. This, in turn, promotes coordinated development and management of water, land, and other resources in the water recharge areas to ensure environmental, social, and economic sustainability of the drinking water supplies

Amref Health Africa is looking for a consultancy company to conduct Hydrogeological & Geophysical assessment and suitability mapping of groundwater resources, effective planning and management of integrated water resources management & develop groundwater recharge enhancement map, capacity building of technical staffs of Amref and key stakeholders on the use of geospatial approach to map groundwater and Technical Monitoring & Drilling Supervision

 Therefore, this ToR is developed to identify the general scope of work and specifically to clearly articulate the required work, period of engagement, qualifications and deliverables expected from a consultancy company that will engage water resource development and management

2.2  Project Site

The project intervention sites are Borena and Jimma zones of Oromia Regional State of Ethiopia. REACH WASH activities will be implemented in 8 districts of Borena and 7 districts of Jimma zones. To support and strengthen water supply services in 100 schools and surrounding communities

2.3  Project Beneficiaries

The REACH project WASH activities will be implemented in 8 districts of Borena and 7 districts of Jimma zones to support and strengthen water supply services in 100 schools and surrounding communities. From Water supply schemes 15 new Shallow well construction, 25 shallow well rehabilitations and 15 water supply schemes expansion planned to integrated water resource management activities as well. Total water supply reach will be 205,600 including 45 water schemes rehabilitation to the above facilities.

 

2.4   Project Goal

The overall goal of the  project is to ensure women’s and young people’s SRHR/MHM, WASH, and nutrition needs are fulfilled in Borena and Jimma Zones of Oromia Region, Ethiopia through integrated programming

2.5  Objective

Objective 1: Improve women and young people’s agency through comprehensive and inclusive life skills training and engage them in interventions that improve self-efficacy to access and utilize REACH interventions and services.

Objective 2: Ensure the availability of high-quality REACH services, products, and infrastructures to schools and households in the surrounding communities.

Objective 3:  Improve schools and surrounding communities support for women and young peoples to demand and use REACH services.

Objective 4: Enhance the enabling environment, learning, and scale up of lessons learned to ensure public and community accountability for REACH project initiatives

The following minimum requirements are necessary for a successful bid:

(i) Legal entity & certification

(ii) At least 10 years of demonstrated experience of managing and implementing ground water exploration projects;

(iii) Experience of working in similar activities in similar area

·         The Consultant should propose a suitable team, including team leader and relevant experts including GIS Expert, Geophysicist and database/web applications expert. The proposed team leader should possess a Masters’ degree in Geology, Hydrogeology or a related field and at least 10 years of relevant professional experience. The other team members should possess a Masters’ degree in remote sensing and GIS, and at least 8 years of relevant professional experience. The Team Leader role may be assigned to one of the proposed technical experts.
