Terms of Reference (TOR) for Reviewing Assessment Report on Judicial Responses to Gender-Based Violence (GBV)
LHR is an Ethiopian Civil Society Organization established by like-minded Ethiopian lawyers in 2018 and re-registered on September 19, 2019 by the FDRE Civil Societies Organizations Agency in accordance with Proclamation No. 1113/2019 principally aiming to increase the role of lawyers in the promotion and protection of human rights. Over the past three years, LHR has been engaging in the promotion, protection, and fulfillment of human rights through building the capacity of lawyers in the area of human rights; litigating strategic human rights cases before courts; creating awareness to justice organs about human rights; providing free or low-cost legal aid service for victims of human rights violation, particularly disadvantaged communities; research-based advocacy and lobbying for the amendment or adoption of a new law, policies, and practices, etc.
To achieve its objectives, LHR has been engaging with national and international stakeholders in the past years. Currently, LHR in collaboration with Konrad Adenauer Siftung (KAS) is implementing a project entitled “Enforcement of Human Rights in Ethiopia”. Under this project, LHR conducts an assessment on Judicial Response to Gender-based Violence in Federal High Courts with a view of showing existing gaps to stakeholders within the judiciary in handling gender-based violence cases. To ensure the quality of the assessment is publishable quality. LHR intends to hire a consultant who will review the assessment on Judicial Response to Gender-based Violence in Federal High Courts.
The Objective of the work
The main objective of this consultancy service is to review an assessment report on Judicial Response to Gender-based Violence in Federal High Courts with the required standard of professionalism in an effort of making the assessment report of publishable quality.
Scope of the work
The scope of the work includes reviewing the assessment report on Judicial Response to Gender-Based Violence in light of the objectives LHR intends to achieve through conducting the assessment and checking originality; clarity; organization, depth of scholarship; ethical issues, and documentation of the assessment report.
Timeframe
The consultant is expected to review and return the assessment report within one week of the date of their receipt.
Required Qualification
The applicant who wants to compete for reviewing the assessment on Judicial Response to Gender-based Violence in Federal High Courts should meet the following qualifications and competence:
- At least a Master’s Degree in Law preferably with a focus on human rights and Criminal Justice, LLM in human rights, LLM in Constitutional Law and Public Law;
- At least 5 years of relevant work experience as a public prosecutor, judge, and teacher;
- Proven ability to deliver quality output within the specified deadlines;
- Excellent communication and interpersonal skills;
- Fluency in both written and spoken English;
- Preference will be given to those applicants who work on gender-based violence within justice institutions.
