Background
GIZ has been commissioned with the implementation of the project “Private Sector Development in Ethiopia” (PSD-E). PSD-E aims to benefit small and medium-sized enterprises, start-ups, and small growth-oriented companies from improved growth opportunities. This shall be achieved by strengthening the performance and private sector orientation of public institutions and other intermediaries, through capacity building (change management), staff capacity building and public-private dialogues.
Sequa aims at supporting Ethiopian Business Membership Organizations (BMOs) in defining their roles and functions to improve services offered to companies, establish financial sustainability, and enhance public-private dialogue and interest representation. This will help to create an improved-functioning BMO ecosystem in Ethiopia, which can lay the foundation for economic growth and job creation. The intervention will seek to strengthen chambers and associations in Ethiopia in the exercise of their core functions.
A workshop on BMO Leadership and Strategic planning will take place on May 24-25, 2022 with the aim to strengthen capacities of Ethiopian BMOs in leadership (1st day) and strategic planning (2nd day).
The strategic planning workshop aims at:
- Explore the role and importance of strategic planning for BMOs at different membership models such as BMOs with members (other business organizations like chambers, sectoral associations, bilateral and investors associations etc) and BMOs with members (individual companies/business that include SMEs, medium level, and large-scale business firms/companies)
- Launch major strategic planning concepts for BMOs
- Share experiences, practices, lessons, and build and deepen strategic planning capacity at BMOs
- Set up for the major framework of BMO strategic plan development for 2022-2025 period
- Identify major key performance indicators (KPIs)
Target audience
BMOs number is estimated to be around 40, and they will be divided into two target groups: one group is BMOs with members as other organizations (e.g., this group can be regional chambers, regional sectoral associations with member-organizations at city or sector level etc.), another group of BMOs will be with members as individual companies (e.g., city Chambers, sectoral associations at national or city level etc.).
BMO project experts will assist and guide on these two-group compilation and the list will be made available to the trainer in advance.
Experts Title: Strategic Planning Trainers
Number of Trainers Required: Two
We are looking for outstanding trainers and practitioners working as a team to conduct a one day workshop on strategic planning (2nd day) for appr. 40 representatives (with two groups, around 20 attendees each) from Ethiopian BMOs top and middle managements such as Chamber Presidents, Secretary Generals, Division and Department Managers represented from all regions of Ethiopia.
The following tasks and deliverables are anticipated to be facilitated, provided, and shared before, during and subsequent to the workshop as appropriate:
Specific tasks and work scope
- Deliver and explain strategic planning mindset and concept
- Present and explain major principles to develop a strategic plan
- Present and explain the major framework and content of a strategic plan for an organization / BMOs
- Work proactively to enhance strategic planning skills with BMO leadership representatives
- Propose practical tasks to draft a strategic plan for an organization
- Implement ideas in divided working groups, benchmarking, or similar tools
- Define and explain major KPIs in strategic planning
Set up post-event follow-up and assessment of strategic planning
- Two follow-up on-line workshops for each target group (0.5 working day each) by target group, in total four workshops for two target groups
- One individual consultation for each participating BMO (it is for a BMO which can be represented by staff members as top managers or delegated by the management) upon request, maximum 0.25 working day for each BMO
Deliver a report after completion of tasks. The report shall contain but not limited to:
- Description of the delivered training and capacity building on strategic planning during May 25, 2022 session
- BMOs and participants list with topics discussed or provided expertise lesson during the proposed two on-line workshops as a follow-up for two focus groups
- BMOs and participants list with topics discussed or provided expertise lesson during an individual on-line or face-to-face consultation with BMOs that expressed an interest
- Allocated total time input for individual consultations as number of working days (maximum 0.25 working day per one BMO consulted)
The entire assignment has to be completed by October 1, 2022 at latest.
Deliverables
- Conduct a one-day training workshop on strategic planning on-site in a prearranged conference room (which will be organized and facilitated by sequa including refreshments and meals) to be held in Addis Ababa on May 25, 2022
- Arranged follow-up on-line sessions on strategic planning after the event of May 25, 2022 (experts proposed timing)
- Provide individual on-line or on-site consultation for each participating BMO (upon their request) on strategic planning (timing is flexible and arranged between experts and BMOs representatives)
- Prepare and organize reports about the performed tasks including expectations, feedbacks and recommendations on the overall coordination, achievements and lessons learned
- This also has to include specific time input by each individual consultation (max. 0.25 working day per BMO)
Technical proposal requirements
- Develop a curriculum for the strategic planning workshop on May 25, 2022
- Develop a concept for the two follow-up on-line workshops to ensure sustainability of the strategic planning seminar
- Propose a model for subsequent individual consultations
- Provide an overview of task performance (e.g., Gantt chart) The selected trainers should cooperate and align as well as exchange ideas and methodologies to deliver the task as a team.
Requirements for the trainers (two trainers will be selected)
Two trainers will be selected (through competitive bidding or shortlisting) and will be invited to facilitate and engage in the proposed two target groups.
- Experience in strategic planning and capacity building, with a proof track record of engagements in delivering organizational strategic planning and capacity building trainings and events
- List of references on the topic of strategic planning development and training
- List of publications on the topic of strategic planning development and research
- Excellent written and verbal communication skills
- Working language: English (for both, the workshop and written proposals and reports)
- Experience in providing training for Business Membership Organizations (BMOs) such as Chambers, associations, clusters and similar is a plus
- Good working knowledge of ICT/IT- communication technologies and computer applications
- Fluency in English. Amharic, other additional language capabilities are a plus
- Please indicate which expert position is preferable (to cooperate with BMOs as members-other BMO or as members-individual companies)
