Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. Movement Operations Units in various IOM Country Offices, coordinated under the Resettlement and Movement Management (RMM) Division in the Department of Mobility Pathways and Inclusion at IOM’s Geneva Headquarters, are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization’s programmes.

Under the overall supervision of the Senior Programme Officer (PDU) in Ethiopia and direct technical supervision of the Programme Officer and administrative supervision of the Head of Sub Office, the Senior Project Associate (Livelihood) will be responsible for directly working and supporting implementation of the daily project activities and supervision of all the project activities of the EU funded ‘’Sustainable support to persons displaced by conflict and disasters related to natural hazards and their host communities’’ project. S/he will be also responsible for coordination of meetings and activities among the project team, and relevant government authorities as well as for reporting the progress of project activities, challenges, and other necessary information to the project team in Addis Ababa.

Core Functions / Responsibilities:

 

1.      Independently lead and coordinate the implementation of the project; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.

2.      Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.

3.      Coordinate and monitor the financial, administrative, and technical aspects of the project in line with IOM policies and donor requirements.

4.      Plan, coordinate, and conduct capacity building workshops for relevant internal and external parties. 

5.      Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project. 

6.      Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.

7.      Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.

8.      Supervise and provide guidance and training to reporting staff.

9.      Perform other related duties as assigned.

Required Qualifications and Experience

Educational Qualification

  • High school diploma with seven years of relevant experience in community stabilization; or,

·        Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.

Experience Required

·        Experience in liaising and building effective partnerships with government authorities, and/or other national/international institutions, such as UN, research institutions and local and international NGOs;

·        Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;

·        Experience in large scale and consortium project implementation and reporting;

·        Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skill

·        In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

·        Excellent computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).

·        Excellent communication, interpersonal, and organizational skills.

Languages
IOM’s official languages are English, French, and Spanish.

REQUIRED

For all applicants, fluency in Amharic and English is required (oral and written).

DESIRABLE

Working knowledge of other local languages.
