ICAP -Columbia University Program (CIP Inc.) in Ethiopia
Working in partnership with the Federal Ministry of Health (FMOH), HIV/AIDS Prevention and Control Office (FHAPCO), Regional Health Bureau (RHB), local universities and colleges, ICAP Columbia University (ICAP-CU) Program on Ethiopia, funded by PEPFAR, through CDC supports comprehensive HIV/AIDS services in hospital-health center-community health networks in Ethiopia. Using funds obtained from PMI through USAID, it supports Malaria Laboratory Diagnosis and Monitoring in eight regions, and using funds obtained from PEPFAR through HRSA/CDC, supports nursing and midwifery capacity building in seven regions of Ethiopia. The global Nursing Capacity Building Program (GNCBP), PEPFAR funded program through HRSA, supports pre service and in service nursing programs in the country. The General Nursing component of GNCBP supports country programs on quality of nursing services and nursing care standards, works with FMOH, RHBs and nursing and midwifery professional associations.

Job Summary
The data manager will be responsible for establishing and maintaining database for ICAP-SI project and other related activities, including training data, project progress activities and related project profile data. She/he monitors the data collection process, assures quality and timeliness of various ICAP SI Project data, and makes it ready for continuous analysis, use and dissemination. The data manager is expected to acquire the highest level of Data Analysis, Presentation, and Use skills and be proficient in using data analysis tools. The duties of the candidate include organizing, storing, analyzing, and disseminating project performance data, by safeguarding an organization’s security and confidentiality standards.
Duties and responsibilities:
Data Management (establish and maintain Databases for the SI Project)
· Design and establish a database and electronic reporting system for the ICAP-SI project and other related activities, including training data, project progress activities and related project profile data
· Plan, conduct, and evaluate support to regions on ICAP SI Project activities which is specific to data management and use.
· Ensure data management processes always have documentation that is regularly updated and reported to the Project Team Leaders and Monitoring & Evaluation Advisor
· Work to identify opportunities to automate manual data processes wherever possible.
· Provide deep data domain knowledge and business context around systems, data sources and data products.
· Recommend and advocate data management best practices.
· Provide database-related technical support for various teams in the project on better data management and use practices
· Aggregate and maintain information from technical teams, field offices and partners including contact lists, event-specific information, health indicator data, health response data, etc.
· Provide technical support & data related training for regional and central ICAP staff and teams
· Develop and execute SOPs, guidelines, and data standards protocols to guarantee database quality control, data management and use compliance
· Provide data management-related technical support and guidance at the Emergency Operation Centers (EOC) at (EOC) level as required
· Willing to work on other assigned duties by the immediate supervisor
Data use and Data Quality Assurance Activities
· Monitor Data Quality Assurance implementation and Data use culture at the health facilities.
· Ensure the required program data is of the highest quality and timely by working with regional project offices.
· Develop appropriate strategies, tools, and build capacity to strengthen DQAs and data use culture and at the supported health facilities.
· Regularly review data management and mentorship guidelines and checklists
· Analyze the data collected and provide feedback for the regional and /or facility team
· Build capacity on health information systems at different levels through organizing mentorship, training, and workshops.
· Define and implement data standards, ensuring data quality of all data sources and business systems
· Receive necessary HIV program data, perform required analysis, present to the project team leaders, and share it with relevant bodies regularly
· Support the M& E advisor in setting KPI for the project and review performance
Support to MOH and RHBs
· Provide routine and ad hoc data analytics request support to the MOH, Ethiopian Public Health Institute, and RHBs.
· Respond to specific information requests from the technical teams and partners; ensure collection, analysis and dissemination of information, and knowledge sharing with all partners.
Required Educational Background
· Masters or above degree in statistics, health informatics, biostatistics, or other related fields
· More than 5 years of experience in health data management
Required Skills and Experiences:
· Advanced skills in statistical analysis tools including Microsoft Excel, Access, Power-BI, Tableau, R, SPSS, and Stata.
· Proficient in preparing data collection tools, data entry, cleaning, analysis, and interpretation of epidemiological data
· Experience working on a range of HIS domains, including HMIS, LIS, EMRs and other mobile data collection tools will be a plus.
· Experience designing, testing, and implementing information systems and data tools, including mobile applications, transactional systems, business intelligence implementations and interoperability solutions preferred.
· Excellent interpersonal and organizational skills and ability to prioritize and work under pressure
· Excellent verbal and written communication skills in Amharic and English language.
