BBC Media Action

BBC Media Action uses media and communications to help reduce poverty and suffering in developing countries.  Our aim is to inform, connect and empower people around the world. To achieve this, BBC Media Action partners with civil society, local media and governments to: 
  • Produce creative programmes in multi-media formats which inform and engage audiences around key development issues. 
  • Strengthen the media sector through building professional capacity and infrastructure. 
 
BBC Media Action has been active in Ethiopia since 2001 predominantly in health focused mass media projects.   Research is a core activity in the BBC Media Action which is used both to inform production and evaluate interventions. Major research activities of any projects implemented by BBC Media Action include quantitative impact and reach surveys, as well as qualitative formative research
 

This Request for Proposal is to carry out a quantitative and qualitative study in targeted areas that have been reached (at scale and through multiple channels) with media content covering  hygiene, public health and social measures to reduce risk of COVID-19 transmission and where appropriate, to increase vaccine uptake.

  • The proposal shall be written in English
  • The organisation shall complete the deliverables and submit by 8th March 2023

Background

BBC Media Action

BBC Media Action is the international development charity of the BBC. Established in 1999, the organisation seeks to reduce poverty and provide information to people around the world, through media programmes and campaigns that inspire and inform. Since its foundation, BBC Media Action has worked in developing and transitional countries in Africa, Asia, the Middle East and Eastern Europe on projects that deal with issues of health, resilience, governance, education, environment, livelihoods and emergency response. 

Our work is built on insights from our research and engagement with communities. We have been in Ethiopia since 2001 supporting media development, creative content production across media houses in the country on issues around governance, accountability, health, education and empowerment.

The Project

The Hygiene and Behavioral Change Coalition is playing a role in preventing the spread of COVID-19 by focusing on hygiene related corona virus prevention practices in Addis Ababa and Amhara Region of Ethiopia. BBC MA implemented the project in Ethiopia where they have produced media output which  focusses on preventative behaviours including covering coughs and sneezes, not spitting, hand washing with soap and water more frequently and at critical times, wearing face masks in busy places, cleaning of high touch-surfaces, social distancing, staying at home if experiencing symptoms that could be COVID-19 and getting vaccinated when available. This activity is also being carried out in Somalia – but this RFP pertains only to Ethiopia. 

  • BBC Media Action has broadcast audio and video Public Service Advertisements (PSAs) addressing these behaviours on Ethiopia Radio, EBC and Civil Service Community Radio Station. The team has selected a community radio station based in Addis Ababa) and social media films – distributed on BBC Media Action’s social media platforms (Facebook, YouTube,)

The project has also produced programmes on a community radio station,  PSAs on social media and trained partner stations but these activities will not be evaluated as part of this scope of work.    

This evaluation will look at understanding the engagement and impact of  the radio and TV  PSAs  on the specified COVID-19 preventative behaviours.
