The Field Support Services Project (FSSP) Ethiopia is established to provide logistical and technical support services to Global Affairs Canada’s (GAC) program in Ethiopia. The FSSP in Ethiopia is managed through the World University Service of Canada (WUSC). 

In order to facilitate Canada’s development programs and projects in Ethiopia, FSSP Ethiopia is recruiting qualified and reliable consultants described below to contribute to specific program areas.

Application Instructions and Conditions

Interested candidates should submit a technical proposal and price proposal. Technical proposal comprised of: 

  • A statement of intent, CV and at least three work related referees
  • Clearly stated technical qualifications, expertise, skills and relevant experience. The candidate must provide complete details on where, when, and how the stated qualifications/experience were obtained (via which activities/responsibilities). To demonstrate when experience was obtained, the candidate must specify the length of such experience, including the start and end dates (month and year at a minimum).

The price proposal should state expected all-inclusive daily fee with details supporting an established daily rate.

Evaluation of the Proposals

  • The technical proposal scores: assessed based on the cover letter, CV and interview will be accorded a weighting of 70% of the total score, while the financial proposal will account for 30%.

Eligibility criteria for applicants:

  • The consultant must be legally and operationally in a position to contract and provide consulting services in Ethiopia.

Background

In its effort to pivot its programmatic and non-programmatic engagements with the Government of Ethiopia and other counterparts, Global Affairs Canada (GAC) in Ethiopia seeks the service of a consultant to monitor and report macroeconomic developments in Ethiopia. The consultant will be following and analysing overall economic developments as well as specific events that resonate to the programmatic interests of the Embassy.

Canada is committed to taking a feminist approach to its international assistance efforts, ensuring that gender equality is central to Canada’s development and humanitarian assistance efforts. This approach, when applicable, will be included in the overall work assigned.

Objective

  • The services of a macroeconomist are required to provide expert technical services to ensure the comprehensive monitoring and reporting of key economic trends in Ethiopia.

Scope of work / key activities

The scope of the consultancy assignment will include monitoring and reporting of:

  • Developments in the fiscal policy space in the country
  • Monetary developments
  • Regulatory and functional developments in financial sector
  • Trends and trajectory of investment
  • Macro trends
  • External sector performance
  • New policy and regulatory developments impacting the performance of any aspects of the economy
  • International Financing Institutions

Level of effort 

  • The consultant could be required to work an estimated Level of Effort (LoE) of 60 days up to 31 December 2022. The contract may be extended depending on FSSP Ethiopia – WUSC funding.

Required Competencies and Experience

Essential

  • Minimum 10 years of demonstrated professional experience in delivering services of monitoring, analyzing, and reporting macroeconomic developments in Ethiopia
  • A mix of higher education and relevant working experience in macroeconomics developments in Ethiopia
  • Relevant and demonstrable work experience in providing macroeconomics technical advice to international donor agencies, including cooperating with key stakeholders in Ethiopia (i.e. donors, UN agencies, Government of Ethiopia’s line ministries and agencies)
  • Experience providing analysis, advice and drafting analytical reports, briefing materials, and communication materials for diverse audiences.

Abilities (essential)

  • Excellent oral and written communication skills in English
  • Proven analytical capacity
  • Proven ability to synthesize information based on various sources of information and present written recommendations
  • Capacity to work independently and under tight deadlines

Abilities and Experience (not essential)

  • Knowledge of Global Affairs Canada’s Feminist International Assistance Policy (FIAP).
