National Biogas Programme of Ethiopia (NBPE) has been on-going since 2009 in three phases. The first two phases were named as NBPE I (2010-2013) and NBPE II (2014-2018), which were implemented in four regions of Ethiopia, namely Amhara, Oromia, SNNPR and Tigray. The third phase which is currently running is named as Bio-gas Dissemination Scale-Up Programme (NBPE+)., which is implementing to nine regions including Sidama and so far, 38,639 household size bio-digesters were installed over the last 13 years.

Consultancy Objective

The main objective of this consultancy is to hire a highly competitive, experienced, and capable service provider to assess credit impact on bio-digester value chain, to develop credit products and modalities and update bio-digester user business case.

1. Consultants team composition and tenure 

The tasks will be undertaken by a consulting firm with demonstrative knowledge and experience in carry out the activities under a participatory approach; involving all actors of the biogas value chain link to finance and credit to ensure the inclusion of their inputs on the final deliverables, engagement, commitment, and ownership as well.  In addition, due to the coverage area of the actions (Amhara, Oromia, South regions), it is highly appreciated if the team members speak other national languages. Lastly, the team must be fluent in English and produce quality documents in English and Amharic.

The team must consist of the following fields of qualification and expertise:

  • A team leader – with a broader knowledge and experience of consulting or capacity development work, with min. master’s degree in business administration, economics, or finance and with more than 10 years professional experience, including in financial service providers or rural development with a credit operation component. The team leader must have a good coordination/administration skill, with the ability to work effectively within the deadline with quality analyses and reporting.
  • One expert with min. bachelor’s degree in business administration, economics, or finance and at least 5 years professional experience in consulting, capacity development, credit impact assessment, financial modality creation and evaluation
  • Another expert with min. bachelor’s degree in rural development or in environmental sciences and at least 5 years professional experience in rural and community development in energy technologies such as solar, biogas, improved cookstoves etc.  

2. Pre-requisite for Application

Proposals will be sought from interested national level consulting firms for competitive bidding with submission of technical and financial proposals to SNV Ethiopia, in 2 separated and sealed envelopes.

The following are pre-requisite for interested applicants (if not met, such an application will not be evaluated): 

  • Must be a legally registered consulting firm in Ethiopia with minimum 5 years of operation complete and tax clearance report.
  • Must have minimum of 5 enterprises/ private sector development consulting assignments completed in Ethiopia.
  • Must have 3 members with the minimum qualification and experience, as detailed under ‘The Team Composition’ section, above.
