PRIMARY PURPOSE OF THE POSITION:
Under the direct supervision of the Program Coordinator, the Protection Manager shall manage and technically oversee Alight’s protection activities in Ethiopia which includes. She shall oversee, ensure and manage the execution of all protection activities in accordance with donor project proposal documents, donor guidelines, Alight policies, and government regulations. She provides technical guidance to the protection team and ensure project’s adaptability to the operational context. She will take the lead in developing and designing new needed interventions with agreement of the Country Program coordinator and Horn of Africa Protection coordinator. The protection manager will need to ensure that the protection team collaborates closely with other Alight sectoral teams in the regions to ensure that activities are integrated and to develop synergies.
MAJOR/KEY RESPONSIBILITIES
PROGRAM/TECHNICAL SUPPORT:
- Provide technical oversight of all protection activities including assessment, service mapping, monitoring, information provision, community-based activities and direct assistance in compliance with core protection principles, ALIGHT guidelines.
- Contribute to the contextualization of the tools and guidelines according to international standards and best practices.
- Technically lead protection needs assessments, including developing appropriate tools to inform program design as well as identify risks and vulnerabilities, including those related to gender, age, and diversity.
- Follow-up on the protection team capacity building needs, develop and facilitate training and workshops for staff, beneficiaries, and other stakeholders as needed.
- Support ALIGHT other sectoral teams to mainstream protection in their activities through the provision of training.
- Promote improved understanding of protection issues among relevant stakeholders.
- Contribute to the strategic direction of protection programming in Ethiopia through participation and contribution to strategic planning meetings and the development of strategic documents.
COORDINATION:
- Support Coordination at regional levels with the UN clusters, humanitarian forums, working groups, and the government. Ensuring that Alight is represented in all relevant emergency forums, working groups and donor meetings.
PROJECT MANAGEMENT:
- Oversee implementation of the project as per project documents and timeline
- Ensure the implementation of the protection deliverables as per contractual obligations in line with best practices.
- Support implementation and ensure adherence to grant work plans, spending plans, and monitoring and evaluation plans.
- Develop program and monitoring tools in collaboration with the MEAL coordinator.
- Compile and submit weekly /monthly report.
- Submit all procurement request for supply chain on a timely basis.
- Provide overall budget monitoring, financial management, and expenses control for the protection activities.
- Ensure the timely and quality delivery of all protection-related organizational and project reports.
- Collaborate with the Area Manager, MEAL and PIM team to ensure field-based protection records and documentation are properly managed and compliant with ALIGHT requirements and best practices.
- Ensure that the protection team collaborates closely with other ALIGHT sectoral teams to strengthen integrated programming.
HUMAN RESOURCES:
- Support in people/staff management.
- Ensures that relevant staffing structures are in place and function as team and well.
- Promote professional development by identifying training and capacity building opportunities and ensure protection staff is well versed in core protection concepts, ALIGHT’s code of conduct, accountability, accountability to the affected population and prevention of child abuse, sexual exploitation, gender-based.
- Provide on the job training, adapt training/coaching to specific staff needs and provide continuous technical guidance.
- Reporting and accountability.
- Ensure compliance with internal and external reporting requirements as well as ALIGHT policies and procedures, particularly concerning a professional standard and the code of conduct.
- Undertake quality control and site monitoring to ensure that services provided are according to best practice standards.
- Provide input for monthly, quarterly, interim, and annual donor reports as well as ad hoc donor request.
SAFETY AND SECURITY:
- Support the Area Manager in ensuring the responsibility for staff safety in the area of operation.
- And provide his/her team with the necessary information and plan according to the rules.
- And discharge other tasks as assigned by the Line Manager.
- BA or MA degree in social work, sociology, psychology, child protection, Law, political Science, or another relevant field from a recognized institution.
- Minimum 5 years/MA and 7 years/BA of experience in the field of protection (Gender-based violence, child protection, Psychosocial support, protection advocacy/coordination) and related areas.
- Rich experience of program/project development and management in emergency context.
- Experience with design and implementation of general protection and specialized protection services is highly needed.
- Prior experience in emergency response to displacement is required.
- Excellent writing and editing skills for external audiences (including governments and donors).
- Experience working in conflict contexts desirable.
- Proven commitment to accountability and quality assurance.
- Knowledge and experience of USAID/BHA and IRC is an advantage.
- Excellent report writing and fluency in English language.
- Proficient in use of computers, able to use – Microsoft Word, Excel and Epi-Info and relevant data processing software packages. Should be conversant with use of internet and email systems.
