SOS Sahel Ethiopia is a national NGO with over 20 years of experience in working with rural communities and the Ethiopian government to tackle poverty. Specifically, the agency is working with smallholder farmers and pastoralist people of Ethiopia to tackle poverty through Sustainable Natural Resources Management and Value Chain Development. In 2005, SOS Sahel Ethiopia was registered as an independent national NGO by the Ethiopian Ministry of Justice.

SOS Sahel Ethiopia is dedicated to improve the living standards of smallholder farmers and marginalized pastoralists through better management of their environment and improved access to fair and sustainable agricultural markets. SOS Sahel Ethiopia aims to eliminate food insecurity and to ensure environmental sustainability.

SOS Sahel Ethiopia (SOSSE) jointly with IIRR & MELCA-Ethiopia obtained funding support from MasterCard Foundation to implement “Mass Youth Employment in Apiculture (MaYEA) Program”. The MaYEA will be implemented nationwide, focusing on the ground in 135 Woredas (districts) organized in three implementation hubs: National Hub, North and Northwest Hub (Amhara, Afar, Tigray, and Benishangul Gumuz, regions), and Central, South and Southwest Hub (Oromia, Sidama, South, Central, Southwest, and Gambella regions). The program aims to disrupt the apiculture sector and allied value chains and triples the current annual honey production by 2028 by recruiting 300,000 new beekeepers, increasing the productivity of 350,000 existing young beekeeping farmers, and engaging additional 350,000 young people in integrated value chain activities in the apiculture sector. 
SOS Sahel Ethiopia, being part of the Central, South, and Southwest Sub National Hub led by IIRR, will implement the program in four clusters of 36 woredas in Bale, Sidama, Wolaita, and Kembata Zones.
Job Purpose / Summary
The Program accountant is responsible for financial oversight, compliance and grant management of the MaYEA program. Manage the entire three clusters budget and ensure spending of funds according to MCF’s rules and regulations, SOS Sahel Ethiopia financial management policies and procedures and the land law. Prepare cluster level program financial reports, budget monitoring reports and support annual audits. Work closely with program team and SOS Sahel Ethiopia head Office finance team to ensure the effective use of resources in order to achieve the program objectives in compliance with the MCF’s requirements and regulations.
Duties and Responsibilities:
  • Supports program staff with management and analysis of financials relevant to the program grant including proactive oversight and analysis of budgets, expenditures (including procurement), accruals, cost projections, and allocations, to ensure fulfillment of grant’s objectives and compliance with funder regulations,.
  • Supports proposal budget preparation, working with program teams,
  • Control and oversee annual budget preparations which include overseeing work plan costing and the integration of work plan and donor-approved budgets.
  • With the support of the cluster coordinator prepare annual, quarterly and monthly cash flow projection and tack availability of sufficient cash for the smooth implementation of the project.
  • Review and consolidate Monthly project submission from three clusters
  • Prepare monthly budget monitoring report, share to the concerned staffs and review with the cluster coordinator if there is significant budget deviation and take appropriate action timely.
  • In collaboration with the Cluster Coordinator prepare the Monthly project financial report using the donor template and submit with the required documents timely. 
  • Lease with the lead agency and coordinate the project audit as per the grant agreement.
  • Work with cluster coordinators & Admin & Finance Officer to ensure compliance and effective and proactive finanial management
  • Maintain financial files and records according to SOS Sahel Ethiopia’s and the government standards.
  • Travels to field offices as needed to perform financial reviews and monitor internal controls.
  • Read and be fully familiar with the safeguarding policy and code of conduct of the organization and also make sure to uphold universally accepted safeguarding principles and SOSSE’s and MasterCard Foundation’s Safeguarding policies and procedures.
  • Performs other related tasks which are not stated above as assigned or deemed necessary.

Qualification and Competence
  • At least BA Degree in Accounting, Finance and related field
Work Experience
  • A minimum of seven years of experience working for an NGO.
  • Experience in managing consortium projects
  • Experience in Master Card Foundation Grant Management
Skills and competencies required 
  •  A strong financial and accounting skill, experience using IPSAS reporting is desired. 
  • Advanced skill in MS Excel data analysis, project Budget mapping and implementation, strong technical skills in QuickBooks accounting software, and experience in proper documentation and organization of financial documents.
  • Proven communication and time management skill
  • Awareness on procurement laws and local rules and donor’s requirement.
  • Ability to work independently and under tight deadlines.
  • Team sprit with other staff.
