AGRICONSULTING EUROPE SA (AESA) WILL RECRUIT TWO SHORT-TERM EXPERTS: (1) LABORATORY EQUIPMENT TECHNICIAN, (II) PPR- DOSSIER PREPARATION EXERT TO WORK WITH THE EU-FUNDED HEARD PROJECT.

AESA is a renowned international consulting company based in Brussels and provides a wide range of services in the Agriculture and Rural Development Sector. The company was awarded the contract to provide a technical assistance team (TAT) to support the implementation of the EU-funded €15 million 4-year projects ‘Health of Ethiopian Animal for Rural Development (HEARD). The TAT started work in August 2020 and is responsible for supporting the Project Coordination Unit in monitoring and coordinating project activities and providing advice and assistance. The project is implemented by five grantees: The International Livestock Research Institute (ILRI) with the Ethiopian  Association (EVA); the Livestock Bureau of Amhara, Oromia and Somali NRS; and the Minister of Agriculture (MoA). AESA is the lead for the implementing consortium, which includes three additional organisations, namely, VSF Suisse, VSF Belgium and the State Food and Veterinary Services of the Republic of Lithuania, for this EU-HEARD technical assistance contract.

The two experts will be a short time and work full time. The duty station will be Addis Ababa, with a possible visit to Amhara, Oromia and Somali NRS as required. The fee rates will be negotiable.

Purpose of consultancy

Ethiopia intends to submit an application to the OIE for official endorsement of the country’s official PPR control programme. This will involve preparing a very detailed and extensive dossier of documents in support of the request as specified in the OIE (WOAH) Terrestrial Animal Code (see Addendum). 

Scope of Work

  • Develop a full understanding of the structure, content, presentation etc, of the dossier, agree on this with the Advisor, and inform all collaborators accordingly.
  • Develop a complete dossier as per the requirement of the OIE (WOAH) and respond to any comments which may come  after submission
  • Identification of any shortages of resources and immediately report to the Advisor for resolution
  • Provide regular progress reports to the Advisor
  • Organise validation workshops as agreed with the Advisor.
  • Ensure delivery of the dossier in the form and time agreed.

Qualifications Required

  • A Doctor of Veterinary Medicine (DVM) degree or equivalent from a recognized University and a postgraduate degree (MSc) in Veterinary Epidemiology, virology, disease prevention and control or similar, PhD is preferable.

General Professional Experience

  • Minimum of 10 years of senior professional experience in Ethiopia’s state and federal veterinary services
  •  Experience and or knowledge of the animal health situation of the eastern Africa region will be an additional asset.
  • A similar or related experience in such dossier preparation as per the requirement of an international organisation would be advantageous
  • Good knowledge of the English language;
  • High level of skill in the preparation of reports
  • Excellent organisational, planning and communication skills;
  • Knowledge of the epidemiology and prevention/control of PPR in Ethiopia and the East African region

Specific Professional Experience

  • Proven experience in designing, establishing and managing national animal disease prevention and control programmes.
  • Proven experience in motivating and leading expert teams
  • Proven experience in the structure and operation of the OIE (WOAH)
  • Familiar with the OIE (WOAH) Terrestrial Animal Code
