Plan International’s first operation in Ethiopia started in Lalibela, in November 1974 and is currently implementing its program in Gambella, Benishangul-Gumuz, Afar, Oromia, Amhara, SNNPR, and Addis Ababa City Administration. Plan International Ethiopia will also continue low presence in Somali and Tigray. Furthermore, if there is a national-level emergency crisis in the country Plan International Ethiopia will respond quickly, effectively, and at a significant scale, even in areas where we are not present.
ROLE PURPOSE
The position holder will be responsible to ensure monitoring, evaluation, accountability, research and learning activities of PIE are implemented based on MERL strategy, standard and program quality policy. This would be demonstrated in undertaking responsibilities which includes providing technical and supportive supervision of project implementation, review research/study reports and evaluation terms of references and outsourced constancy work reports, manage PO creation and closing on SAP application, providing capacity building training on MERL/MEAL for staff and partners and establishing data base and documents lessons learned and good practices.
Accountabilities and Main Work Activities
Provide Technical Support – Program & Projects
- Provide technical support in the planning, implementation, monitoring and evaluation and Learning of all programs and projects
- Participate in proposal development and ensure that all proposals have clear goal, objectives and indicators illustrated by a clear log frame.
- Provide overall technical support and implementation of project’s Monitoring and Evaluation activities at program area level
- Review development of standard TORs and provide feedback to consultants and evaluation partners
- Assist development of MERL/MEAL strategy, guidelines and frameworks and follow quality assurance through closely monitoring and evaluation
- Support project based M&E team to develop appropriate and friendly M&E plans are in place.
- Conduct technical supervision to project areas
- Assist roll-out of the Plan’s Program Policies (Program Guide, and Program Quality) and train plan staff at CO, PA and partners on these policies, as appropriate
- Be involved in the design, data collection and report writing of baseline/follow up assessments in the regions
- Provide technical support for program area and project level M&E staff
- Ensure adequate tools and techniques are in place at country office, program area and project level.
Provide Technical Support – SAP application PO creating and closing:
- Provide capacity building training on Sap system to enable PO creation and closing in SAP system
- Provide technical support to budget holders in PO creation and Po closing (SAP Management
- Provide technical support in data cleaning related to un closed projects
- Closely follow projects PO creation and closing
Documentation and dissemination of lessons learned and good practices:
- Implement routine data collection system and support the implementation of database for all projects
- Analysis, synthesis and dissemination of evaluation findings, including maintaining a database of evaluation findings and responses.
- Closely follow implementation of the Knowledge Management strategy
- Document lessons learned and good practices, lessons, success
- Facilitate regular project implementation and performance review sessions and learning events.
Provide Support in preparing quarterly & annual Reports:
- Provide information or data input for quarterly and annual reports
- Assist in assuring quality of data or reports from program areas
- Ensure audit report is prepared timely and submitted to CHSA
- Support managers in donor report writing, specially outcome reports
Representation, partnership, advocacy and coordination:
- Provide capacity building to program area level M&E staff and program staff
- Represent MEAL and program quality related networks, platforms and workshops in absence of the MEAL lead
- Represent Plan International Ethiopia in Interagency Accountability working group
- Establish smooth relationship across Plan International, partners and government stakeholders
- Communicate effectively with Plan International staff, donors and relevant government bodies
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
- Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).
- Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
- Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
Qualifications/ Experience essential:
- Bachelor Degree in fields such as Social science, Economics, Statistics or related fields.
- Minimum 5 years relevant experience out of which 3 years on a senior level experience (not necessarily gained in an NGO or INGO) or demonstrated equivalent combination substantial experience in gender and development programs/projects
- Sound analytical and problem-solving capability
- Ability to influence others’ behaviour through effective relationship building; thorough current knowledge and understanding of relevant policies, frameworks, etc.
- Practical knowledge of monitoring and evaluation methodologies, including development of log frames, result chains, theories of change, and assessment/evaluations.
- Certificate in SPSS or other related data analysis package is a plus.
Qualifications/ experience desirable:
- Experience in both development and humanitarian contexts is preferable.
Languages required
- Fluency in English language is essential
- In addition to Amharic, Knowledge of Local Languages is a desirable
