- Provide planning support and advice to those making a procurement request, them process and manage the procurement process (either locally or internationally) in accordance with IMC policies and procedures, in a transparent, accountable, effective and cost effective manner.
- Organizing procurement tracking system and support program and management team up-to-date and reliable information on the procurement status submit weekly and monthly report.
- Work with supervisor to ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items, ensure that all procurements are managed tracked, and recorded. Identify and suggest items that should be part of a pre-approve tender process and ensure that open and free competition for procurements adheres too.
- Manage the maintenance of accurate filling systems with documented and supported records of actions for audit purposes.
- Contribute to weekly and monthly logistics reports to the in-country management team.
- Coordinates local and in-country procurement activities.
- Train and supervise logistics staff involved in procurement.
- Maintain PR and PO tracking tools that must be updated and shared with programs and country office logistics on weekly bases.
- Reviews purchase requests for completeness and approvals.
- Prepares requests for quotations to be sent to suppliers.
- Analyze quotations and prepare bid analysis.
- Prepare and process purchase orders for Items that will cost above 500USD.
- Make sure contract agreement is prepared for constructions activity following the bidding procedures for the supplier who is selected.
- Maintain product and supplier database.
- Follow up with suppliers to ensure prompt delivery.
- In collaboration with the Field Program Manager/Coordinator, organize and maintain a strong and efficient Logistic Team, which includes staff deployment and developing working structures and procedures.
- Provide regular support to staff under supervision of this post.
- Supervision and performance management of the staff in the unit as per the HR procedures and protocols of IMC.
- Along with the Field Program Manager/Coordinator, ensure the application of, and compliance with, security protocols and policies for compound and assets.
- Plan and manage the performance of both IMC and hired vehicles assigned for the program support.
- Ensure each vehicle meets the IMC minimum safety and security standards which includes working seat belts, good tyres, fire extinguishers.
- In consultation with the program Manager/coordinator, prepare daily fleet deployment plan and supervise accordingly.
- Ensure that each vehicle has log sheets, and all relevant information is completely and cleanly filled and signed off by the driver and user for every trip.
- Monitor fuel purchase is properly recorded on the log sheet and fuel consumption is checked regularly and take corrective action if high consumption is observed.
- Stores and kept locked and goods are properly segregated, shelved/stacked, and cleaned.
- Ensure all stock items are recorded according to the IMC store procedures, such as stock cards, bin cards.
- Ensure that all store items are issued only with stores requisition form signed/approved by program coordinator or designate.
- Carry out periodical stock inventory and reporting following the IMC procedure.
- Maintain the records of Assets and Equipment’s for Field Office in line with the Assets recording system for the country program.
- Coordinate with Addis logistics staff to ensure that all the changes to assets & equipment’s locations, conditions are reflected timely and correctly.
- Ensure that the assets that are issued to staff are authorized recorded and necessary paperwork exists as per the policy of IMC.
- Ensure that the movement of inventories to or from the warehouse & stores are correctly documented, authorized and paperwork is done as per procedures.
- Alert the relevant program team about the receipts and dispatches and coordinate with them, as it may be necessary.
- Prepare periodical logistics reports to Addis Ababa-HO in accordance with the IMC logistics manual.
- Perform related tasks as instructed by supervisor Field Office Program Manager and the Logistic Manager/coordinator.
- Review procurement documents for accuracy before taking payment for approval
Compliance
- Ensure compliance with IMC policies and procedures, donor regulations and local laws.
- Ensure that procurement Compliance regulations, are in line with applicable licenses and are properly documented.
Human Resources
- Manage all under supervision with integrity and foresight, and in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism.
Job Requirements
- BA Degree in SCM, Logistics or related field with 5 years or above experience
- Evidence of practical experience in logistics within the field of supply chain management
- Evidence of management of logistics systems.
- Good organizational and problem-solving skills, with an analytical approach
- Good interpersonal, management and leadership skills
- Excellent communication and customer relations skills
- Ability to coordinate with others and work under pressure of tight and conflicting deadlines and handle concurrent activities
- Evidence of ability to work in a participatory manner with all IMC staff
- Ability to work in harsh conditions, often in remote areas.
- Negotiation, interpersonal and organization skills
- Proficiency of Microsoft Office including MS Word and Excel, as well as email communications and other computer programs.
