BACKGROUND:

The Kabribeya water supply system is characterized as a large water supply system with boreholes, main bulk supply pipelines with various infrastructure along the routes of the lines. There are also reticulation networks to provide water to both the Kabribeya refugee camps and the host community.

POSITION SUMMARY:

The Kabribeya Water Utility (KWU) Board intends to recruit a qualified General Manager (GM) for the KWU.  The GM will work to create, maintain, and facilitate an effective and efficient water utility having both technical and administrative systems within the organization.   

The GM is responsible for efficient and effective management of the KWU.  The GM facilitates the implementation of the overall utility policies and procedures at all levels.  The GM is responsible for ensuring the drafting and implementation of the business plan of the KWU.  He/she is expected to grow water production and distribution, profits and increasing return.  The GM reports directly to the board that governs the KWU overall activities. The GM is the secretary to and facilitates the monthly board meetings, calls for meetings, draws up the agendas and keeps minutes.

ESSENTIAL RESULTS OF THE POSITION:

  • Ensured a system of accountability was established for each department with specific objectives and goals, advancing the management effort.
  • Ensure the KWU-approved policies and procedures are followed, reviewed, and fulfilled during implementation.
  • Assessed the level of staff engagement, job ownership, attendance, and devotion by keeping the HR manager accountable.
  • strengthened cost savings and minimized financial risk through proper execution of the annual budget for all departments with their respective managers in the KWU by keeping the finance manager accountable.
  • Ensured the well-functioning of the bulk water supply network with pipelines, mechanical, electrical, and electronic systems and equipment of the utility by keeping the operation and maintenance manager accountable.
  • Ensured the well-functioning of complete reading, billing, and collection processes where revenue is maximized to sustain KWU for the long term by keeping the commercial manager accountable and overseeing and managing all departments, ensuring effective planning and financial management, budget control, and expense optimization.
  • prepared a regular report for the KWU board and updated the board on monthly board meetings on operational performance, financial status, strategic initiatives, and other key matters, while maintaining open communication with all stakeholders.

GENERAL RESPONSIBILITIES

  • Organize and establish accountability system for each department with specific objectives and goals and advancing the management effort.
  • Ensures the KWU approved policies and procedures are followed, reviewed and fulfilled during implementation.
  • Supervises and directs the overall operation which can keep the system in working order by keeping the department managers accountable.
  • Ensures records and documents of all work carried out on both paper and electronic systems as required and prepare regular report for the KWU and update the board on the monthly board meeting.
  • Ensures financial accountability to the board.
  • Develops innovative solutions to problems.

REQUIRED QUALIFICATIONS:

  • Bachelor of Science (BSc) degree in engineering (an additional Master’s Degree in Business Administration or related field will be advantageous);
  • At least eight (8) years for a BSc degree holder or six (6) years for a master’s degree holder, of which 3 years’ experience working in management and experience in a senior position is a plus;
  • Fluency in English and Somali language is must; fluency in at least one additional Ethiopian language is a plus.

  • Good skills in the Microsoft Office Suite, specifically in MS Excel;
  • Ability to write a well-structured report;
  • Ability to work under pressure, work hours outside of normal working hours, and with a high workload;
  • Ability to manage a workforce of 50+ people;
  • Ability to independently organize work and prioritize tasks, as well as work with teams.
