The Awbare water supply system is characterized as a two Woreda water supply system with main bulk supply pipelines with various infrastructures along the routes to convey and provide water to both Awbare and Sheder refugee camps and host community.

Scope Of Work:

The Awbare Utility Finance/ Procurement Manager is responsible for efficient and effectivefinancial management of the AWU.The Finance and Procurement Manager provides leadership to finance and accounting areas of the utility.  He/she plays a key role in the utilities’ funding strategy and long-term financial security. He/she will collaborate with the management team to analyze other department’s finances and develop budgets that will keep the utilities’ costs down. Behind the AWU water production there should be clear financial insights to assist in making better decisions about formulating and executing strategy, and provide guidance and analysis to the general manager and operational management to improve results.

  • Provided leadership to finance and accounting areas of the organization.
  • Prepared and analysed accurate monthly financial and management reports, including income statement, balance sheet, budget and variance, projections/forecast, and cash flow, stock status report, fixed asset reports, procurement reports, etc to help make better decisions.
  • Formulated and executed strategy, guidance and analysis to implement improve financial status.
  • Maintained control of the following areas: general ledger, accounts payable, expense reports, billing, and payroll.
  • Maintained system of accounts and keep books and records on all transactions and assets.
  • Maintained cash flow by reviewing banking activity and reconciling monthly reports.
  • Prepared, reviewed, monitored and managed budgets.
  • Conducted reviews and evaluations for cost-reduction opportunities.

Specific Duties and Responsibilities:

  • Supervises an efficient financial activity, which can keep the system in working order.
  • Plans, organizes, and directs the overall financial activities.
  • Recommends financial actions by analyzing accounting options.
  • Keeps track on a quarterly basis on Business Plan progress on financial strategic actions
  • Maintains accounting controls by following recommended policies and procedures.
  • Supervises and implements budget for all the financial actions.
  • Records and documents all work carried out on both paper and electronic systems as required.
  • Develops innovative solutions to problems.
  • Ensures key performance Indicators (KPIs) is met by careful planning and programming of tasks.
  • Leads the team and other department members to keep an effective accounting strategies, procedures, and methods.
  • Effectively leads the department to ensure smooth workflow with maximum output.
  • Prepares the utility annual budget and work closely with other managers to ensure control of expenses on the approved budget.
  • Provides management reports on financial transactions on a regular basis and share ideas to improve operation, recommending, supporting, and implementing continuous improvement.

Qualification and Experience Requirement

  • BA/MA in Accounting
  • At least six (6) years for BSc degree holder or three (3) years for a master’s degree holder; of which 2 years’ experience working in management and experience in a senior position is a plus.
  • Work experience on water utilities is advantageous.
