Responsibilities:
Finance
  • Provides leadership and strategic financial management, ensuring that the right internal controls, processes, and systems are in place to meet the program’s expanding needs.
  •  Formulating and effectively implementing a financial strategy in line with organizational goals; 
  • Develops an annual budget with input from and in consultation with the Senior Directors, monitor the budget utilization in order to ensure effective utilization and value for money;
  • Closely monitor the donor reporting schedule and the programme business cycle to ensure timely and accurate financial donor reports are prepared & submitted consistent with narrative reports.
  • Design, implement, and monitor systems, procedures, and reporting necessary to maintain on a current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate the project to future spending;
  • Ensure that partners’/client’s financial policies and practices comply with requirements under the Federal law of Ethiopia;
  • Responsible for liaison with external bodies and with legislative authorities related to finance
  • Review all expenditures and transactions against supporting documents, ensuring appropriate back-up documentation is submitted in accordance with HABTech procurement and financial policies
  • Work with the finance team to manage the financial accounting system
  • Support senior management with estimates of monthly, quarterly, and annual expenditures,
  • Maintain transparent, detailed, comprehensive and audit-proof record keeping systems as per HABTech’ policies of all projects

Grants, Subcontracts, and Vendor Management

  • Oversee and ensure proper implementation of project procurement processes, ensuring segregation of duties within procurement procedures
  • Oversee timely management of agreements with vendors, grantees, and subcontractors;
  • Oversee grant procedures; and ensuring complete and accurate files and trackers.
  • Ensures project inventory are maintained/updated
  • Work with operations staff to ensure travel is properly procured and effectively managed
  • Collaborates with the technical team to ensure that the proper procurement and logistical arrangements are made to facilitate the implementation of technical activities.
  • Ensure RFQs, travel authorization and advance requests, purchase requests, purchase orders, and subcontracts are drafted, executed, and implemented according to HABTech’ policies

Personnel and Human Resources

  • Provide oversight on human resource functions, including leave tracking, recruiting of local short-term experts; advise chief of party on HR policies and personnel issues, as needed.
  • Ensure compliance with Ethiopian and HABTech human resource practices and adherence to field office policy manual
  • Confirm all personnel files are complete and compliant with HABTechs’ policies, & local labor laws
  • Promote and support staff continuous development and timely feedback and performance reviews
Compliance
  • Ensures compliance with  HABTechs’ corporate policies, and laws of Ethiopia.
  • Promotes staff awareness on regulations relevant to the project.
  • Establishes standards and procedures to ensure that the compliance programs throughout the project are effective and efficient.
  • Initiates and/or revise project procedure and policy manuals as necessary.
  • Ensures proper filing of administrative and technical documentation.
  • Liaise with the Home Office FCR team to ensure timely resolution of FCR recommendations as necessary.
Security
  • Ensure security procedures are followed and updates circulated to relevant staff

Qualifications:

  • Accounting, Finance, or other relevant discipline.
  • Bachelor’s degree, Master’s degree is preferred.
  • Minimum eight  (8) years of experience managing in Private Limited Companies (PLCs) contracts, including strong skills in government tax, procurement/subcontracting, compliance, human resources, and financial management, at least Minimum five (5) years of a leadership role in increasing roles of responsibility, finance, procurement, contracts management, administration, logistics and/or human resource related matters for international development activities.
  • Strong interpersonal skills with proven experience facilitating communications and coordinating with a wide range of stakeholders and partners.
  • Knowledge of Ethiopia’s government finance operating environment strongly preferred, including registration, taxes, and labor law.
  • Have strong experience in accounting systems and software such as QuickBooks & Peachtree. 
  • Experience in IFRS
  • Fluency in English and strong written and oral communications skills required.
