Introduction
In the framework of the RESTART project, under the supervision of the Protection and Migration Expert, of the Project Manager and of the Country Representative, CIFA is looking for 1 Expert or a Consultancy Agency to carry out a training course about life skills, basic business skills and safe migration for returnees, potential migrants and vulnerable persons in Dessiè.
Project
The project “RESTART: Emergency initiative to support migrants, returnees and vulnerable communities in Addis Ababa and South Wollo” is an integrated intervention to mitigate the main roots and consequences of irregular migration, and to improve the living conditions of the categories at greater risks exposure. The project aims at supporting the reintegration of returnees and preventing the illegal depart of unskilled young migrants, while strengthening the capacities of local services targeting unemployed and vulnerable people in Addis Ababa and South Wollo Zone.
Organization
CIFA is an international NGO with over 40 years of commitment in protecting the most vulnerable children and youth. Working in Ethiopia for over 20 years, CIFA supports the access to primary and secondary education, especially for girls; it fights against the worst forms of discrimination and supports women’s economic empowerment. With this approach, CIFA currently works in Addis Ababa, Dire Dawa City Administration, Amhara (South Wollo), Hareri and Oromia Region.
Purpose
In order to provide basic skills to support vulnerable groups (returnees, potential migrants, etc.) in reintegrating and then starting income-generating activities and self help groups, training on life skills, basic business skills and safe migration is provided.
The training will focus on:
Life Skills in the labour market
Basic Business Skills and Business Management
Safe Migration and Human Trafficking
and will involve 300 beneficiaries in South Wollo (150 in urban/rural/vulnerable areas and 150 in rural/potential migrants/vulnerable areas); also local authorities will be involved in order to strengthen their skills in supporting vulnerable groups.
Each group will consist of 25 participants who will follow the 3 modules of Life Skills (3 days), Basic Business Skills (5 days) and Safe migration (2 days), for a total of 10 days, preparatory to the subsequent training and accompanying activities.
The module on Life Skills aims to help participants develop their resilience, reflecting on their skills, future prospects, setting attainable goals, and enhancing their self-esteem; the contents of the module in Basic Business Skills will cover subjects such as analyzing one’s resources, generating business ideas, the business environment, marketing, principles of finance, economic costs, planning and management. The module is implemented using teaching methodologies for adults and for persons with no previous knowledge of the topics covered. The training will provide beneficiaries with the knowledge to understand their own aptitudes, develop them in an entrepreneurial way, if necessary, or simply acquire skills in the financial management of their income. The module on Safe migration aims to empower, raise awareness, and create a mindset to make informed decisions on migration avoiding unsafe paths and being vulnerable to exploitation and traffickers by integrating information with psychological, economic and social dimensions.
Expected Outputs Delivery of training modules lasting a total of 120 days to 300 people with the participation of 18 local authority officials in South Wollo (Dessié, Dessié Zuria, Kombolcha and Kalu).
Key Tasks
The consultant will have to:
Prepare a detailed training action plan, including the training programme and expected results
Organise training modules on life skills, basic business skills and safe migration, considering the profile of the beneficiaries
Organize, prepare and print training materials
Production of reports on the activities carried out
Confidentiality and Expectations
The Consultant(s) is expected to perform the service with the highest standards of professional and ethical competence and integrity. Moreover, the consultant(s) has to keep all the information obtained in the process of service delivery confidentiality during the assignment and after assignments are completed.
The consultant(s) must commit to follow high standards of processes of research to ensure high quality products.
Remuneration
Deliverables will be reviewed and validated by CIFA prior to the due payments.
Valid and tax due date receipts/invoices are required for all installments and payments.
The payment for the consultancy service is planned according to the following schedule:
20% of the agreed remuneration upon signature of the consultancy contract
25% of the agreed remuneration upon submission and validation of the report for the first 4 trainings completed
25% of the agreed remuneration upon submission and validation of the report for the second 4 trainings completed (tot 8)
30% of the agreed remuneration upon submission and validation of all the trainings (12) and submission and validation of the final report.

Qualification:
Master university degree Economics, Business Management, Social Sciences or relevant field/experience in the area of training.
A degree or certificate in migration studies is desirable.
Experience:
Minimum 5 years of progressively relevant professional experience in providing trainings.
Experience with vulnerable groups (returnees, migrants, IDPs, mothers alone, children and victims of trafficking)
Experience in working and developing partnerships with governments, relevant experts, international organizations, civil society organizations, assistance agencies and donors
Experience working with INGOs or humanitarian organizations
IT:
Good knowledge of Microsoft Office, PowerPoint, Excel and Word
Personal Skills:
Strong knowledge of the required training topics
Be proactive, empathetic and have an understanding of the issues surrounding the beneficiaries
Excellent communication skills
Good partnership and participative approach
Good communication and presentation skills
Good assessment and analytical skills
Language:
Excellent communication skills in English and Amharic, both written and verbal
Deliverables
Reporting of the training activity
Training material by modules (to be provided both in soft and hard copies).
