About the ACCELERATED LEARNING PROJECT
Luminos Fund launched a 2-year research project to evaluate and refine the current Accelerated Learning Program (ALP) starting from September 2021, with the endorsement of the Sidama National Regional State Education Bureau to create a fit-for-purpose prototype that can be more effectively scaled at the national level.
Accelerated Learning Program (ALP) project has produced a distilled curriculum and set of teaching and learning materials – a refined program playbook – which will be further implemented in a select number of classrooms in Sidama in the 2022-23 school year (20 classrooms at the standard size of 45 students and 20 at a reduced size of 30 students, reaching a total of 1,500 children). To evaluate the performance of students selected for this refined pilot program, the project conducted a baseline study on EGRA/EGMA at the start the 2022/23 school year with a sample of ALP students and a control group of students in mainstream government classrooms. The project now planned to conduct an endline evaluation of the ALP students at the end of May 2023 to document progress gains in students literacy and numeracy outcomes.
The overall purpose of this study is to conduct an EGRA/EGMA endline to document literacy and numeracy competency changes in students attending ALP programming in the project implementation areas. The endline findings provide information on strengths and area of improvements to gear the project achievements towards the project goal and objectives as well as share empirical evidence on the contribution of ALP modalities to support out of school children to key education stakeholders. The result of the assessment will be used as a tool to determine the status of children performance at all programs operational sites and generate evidence on the working ALP models for further programming decisions. The survey will be carried out in two districts (Bona and Teticha) targeted 20 schools of Sidama region in the project implementing sites.
BEES DEVELYTICS is subcontracted to conduct the endline evaluation of the Accelerated Learning Program (ALP) implemented by the Luminous Fund covering 20 schools in two districts of Sidama National Regional State.
Currently, BEES DEVELYTICS is hiring professionals to conduct the endline survey for the EGRA and EGMA of the ALP program which was rolled out in the 2022/23 school year.
Roles and responsibilities of Data Enumerators
- Attend Data Enumerator’s training on-site and understand business requirements of the assessment
- Develop daily assessment plan with the supervisor and conduct EGRA/EGMA assessment in target schools using Tablets and Survey CTO in compliance with high standards of research ethics
- Ensures all EGMA/EGRA assessment data is properly filled and uploaded to survey CTO platform everyday;
- Make sure data collection tablet or smart phone is fully charged at start of each data collection day
- Report any issues during data collection to supervisors
- Obtain consent of all students and guardians taking part in the assessments.
Roles and responsibilities of Supervisors;
- Attend Data Enumerator’s training on-site and understand business requirements of the assessment
- Contact local authorities to coordinate the survey and gain their cooperation.
- Lead the overall process of EGRA/EGMA assessment in target schools using Tablets and Survey CTO in compliance with high standards of research ethics
- Assign work to enumerators, ensuring that there is an equitable distribution of the workload.
- Check and confirm that all assessment data is properly captured and uploaded uploaded to survey CTO platform everyday
- Perform on-site supervision and coordination at selected schools
- Facilitate daily briefing and reflection meetings on data collection, issues, and feedback on data enumerator’s performance
- Employ fieldwork control sheets and make sure that assignments are completed on-site
- Support cluster supervisors in the data collection of the qualitative survey

Required Qualifications and Professional Experience;
- Minimum qualification- BA in education, measurement and evaluation and other related field with have a minimum of ten years’ experience in qualitative and quantitative data collection experience; and
- Experience in the ALP EGRA/EGMA baseline assessment is an advantage.
Required skills:
- Experience in conducting/supervising EGRA and EGMA Assessments is Mandatory
- Familiar with basic android or Smartphone applications
- Experience in SMART data collection using tablets, particularly ODK such as Tangerine, SurveyCTO
- Good knowledge of the area and local customs
- Ability and skill to speak, communicate and write in Sidaamu Afoo
- Good capacity to work in a team and capacity to manage priorities,
- Willingness to work under pressure and extra hours,
- Ability to cope with stressful situations, good organizational and interpersonal skills,
- Good knowledge and practice of survey team supervisory skills
- Innovative, motivated and able to work with minimal supervision
