Cheshire Foundation Action for Inclusion (CF-AI)
Cheshire Foundation Action for Inclusion (CF-AI) is a non-profit Ethiopian non-governmental organization established in 1985. The organization was registered as a local civil society organization (CSO) with registration number 0298 on 3 July 2019 with the relevant Ethiopian civil society organization authority.
CF-AI strives for a country of equal opportunities for persons with disabilities. CF-AI advocates for a conducive and enabling environment where persons with disabilities are treated equally, benefit from services, can support themselves, and are seen as a productive force in the region and the nation.
CF-AI’s CBR projects have three main components: Prevention of Disability, Rehabilitation, and Inclusion of Persons with Disabilities. These include the main areas of intervention: Health, Education, Livelihoods, and Empowerment of persons with disabilities and their families. CF-AI has headquarters in Addis Ababa and three project offices in Bahir Dar, Jimma, and Addis Ababa.
Bright Future Initiative (BFI)
Bright Future Initiative (BFI) is an Ethiopian non-profit organization established in 1999. The organization was registered as a local civil society organization (CSO) with registration number 0114 on 23 July 2019 with the relevant Ethiopian civil society organization authority. BFI is committed to ensuring that every Ethiopian can live a life free from inequality and discrimination and have a better future.
The main objective of BFI is to support children and adults with disabilities through community-based inclusive development. The organization has many years of experience in implementing community-based rehabilitation (CBR) and community-based inclusive development (CBID) projects in the regional states of Oromia and Amhara. BFI has its headquarters in Addis Ababa and two regional offices in Debre Markos (Amhara region) and Adama and Sendafa (Oromia region).
Project Background:
Cheshire Foundation Action for Inclusion (CF-AI) and Bright Future Initiative (BFI) have developed this TOR to guide the Midline evaluation for a project entitled “Bridge the Gap Phase II Improving the lives of people with disabilities through Community Based Inclusive Development (CBID)” in six districts of Amhara Region. The project is implemented in collaboration with two organizations and aims to promote OPDs and other relevant government actors to fulfill their disability mandates, and the services rendered by government facilities to be inclusive of persons with disabilities. The project is implemented in, East Gojam and South Gondar, zones of the Amhara region which consists of six districts (Mota, Debre Elias, Ammanuel, Addis Zemen, Kimir Dingaye, Nefas Mewcha). The project aims to reach a total of 129,720 Children, youth, and adults with disabilities, those at risk, stakeholders, and community members both directly and indirectly.
Objectives of the Mid-Term Evaluation:
The mid-term evaluation aims to measure the project’s effectiveness at its halfway point and has the following objectives:
- Assess the progress towards achieving the project’s outcomes and Long-term goals and ensure that challenges are monitored, communicated and acted upon in a timely efficient, result-based manner.
- Evaluate the effectiveness of the strategies and activities implemented.
- Identify challenge opportunities, and lesson learned factors.
- provide stakeholders with an external, objective view of the project status, its relevance, how effectively it is being managed and implemented
- Provide actionable recommendations.
Scope of Work:
The mid-term evaluation will be conducted in the following districts of East Gojam and South Gonder Zones of the Amhara region: Addis Zemen, Kimir Dingaye, Nefas Mewcha, Mota, Debere Elias, Amanuel for the period covering from October 2022 to June 2024 The scope of the assignment will include: –
- Review project documentation and previous reports.
- Develop and submit a work plan and inception report.
- Design, validate, and implement data collection tools.
- Supervise and orient the data collection team.
- Analyze the data and compile a draft report
- Submit any supporting documents and analytical reports as deemed necessary
- Submit a draft report for review and feedback
- Submit a final evaluation report after incorporating feedback.
Expected Approach and Methodology:
- Mixed methods approach utilizing both quantitative and qualitative data.
- Data collection facilitated by trained local personnel
- In-depth review of the project documents and previous baseline survey related to the project
- Interview with key stakeholders in the project sites, project staff and donor’s representatives
- Use of analytical tools such as SPSS or Kobo Toolbox for data analysis.
Deliverables:
- Inception report (with detailed work plan and data collection instruments)
- Training session for data enumerators.
- Draft and final evaluation reports which includes evaluation summary, lessons learned and best practices using standard professional template
- Submission of all raw data to CF-AI and BFI.
Timeline:
- The Mid-term evaluation to be completed within 4 weeks from the contract signing.
Submission of Proposals
- The consultants are required to submit both Technical and Financial proposals as follows:
Technical Proposal:
- Detailed methodology and approach
- Detailed work plan
- Project management and staffing plan.
- Prior experience relevant to disability-focused evaluations.
- Demonstrated understanding of the project’s objectives.
- Data management and analysis strategy.
- Official registration license of the company/firm
Financial Proposal:
- Itemized budget including consultancy fees, travel, accommodation, and other direct costs.
- Justification for the proposed budget.
- Payment terms and conditions.
- Provide Tin number and VAT registration certificate
Evaluation Criteria:
Proposals will be evaluated based on:
- Technical approach and methodology (40%).
- Qualifications and experience of the team (30%).
- Budget realism and completeness (20%).
- Previous work and references (10%).
Payment Modalities
Payment will be made in three installments based on the following milestones:
- First Installment (30%): Upon submission and approval of the inception report and work plan. This ensures that the consultants have set a clear direction and schedule for the evaluation process.
- Second Installment (40%): Upon submission and approval of the draft evaluation report. This installment is released to recognize the progress and effort put into detailed analysis and reporting.
- Final Installment (30%): After the final evaluation report and all other deliverables have been submitted, reviewed, and approved,
Conditions for Payment:
- Each payment installment will only be released upon the satisfactory completion of specified deliverables as outlined in the deliverables section of this TOR.
- Payments are contingent on the approval of deliverables by designated project managers from CF-AI and BFI. If reports or deliverables do not meet the expected quality standards or require significant revisions, payments may be delayed until satisfactory completion.
- All financial transactions will be subject to the financial regulations and conditions of the funding organization.
Required Financial Documents:
- Consultants must submit detailed invoices for each payment installment.
- Invoices must include a breakdown of all charges and be accompanied by corresponding deliverables.
- All financial documentation must adhere to the standards and formats required by CF-AI and BFI.
Additional Provisions:
- The consultant is responsible for all personal, travel, accommodation, and incidental expenses. These should be included in the budget presented in the financial proposal.
- Tax deductions and withholdings will be handled according to Ethiopian law. Consultants are responsible for ensuring compliance with local tax regulations.
Required Qualifications:
- Advanced degree in a relevant field such as Statistics, Economics, development studies and other social sciences with extensive knowledge of monitoring and evaluation works, digital based data collection platforms and knowledge of computer skills
- Extensive experience in conducting evaluations, preferably in disability inclusion or community development contexts.
- Demonstrated proficiency in statistical and qualitative analysis.
