Role Overview

We are seeking a highly skilled and experienced Surveillance Manager to join our team. The Surveillance Manager will play a key role in overseeing the surveillance activities of the exchange, ensuring that trading activities are monitored effectively to detect and deter potential market abuses, manipulation, and other forms of misconduct. The successful candidate will possess strong analytical skills, attention to detail, and a deep understanding of securities market regulations.

Duties and Responsibilities of the role

  • Develop and implement surveillance strategies and procedures to monitor trading activities on the exchange platform.
  • Conduct real-time and post-trade surveillance to detect market anomalies, unusual trading patterns, and potential violations of exchange rules and regulations.
  • Utilize surveillance tools and technologies to analyze trading data and identify suspicious activities.
  • Investigate alerts and conduct thorough reviews of trading activity to determine the nature and extent of any potential violations.
  • Monitor market information from various internal and external sources including social media, newspapers articles, blogs, sites, rumors, complaints, interviews, field level surveys etc. and utilize the same to monitor the operations of ESX markets.
  • Conduct comprehensive investigations into flagged trading activities, potential market manipulation, insider trading, and other forms of misconduct.
  • Gather and analyze evidence, including trading data, communications, and other relevant information.
  • Assess risks associated with market manipulation, misconduct, and other regulatory violations.
  • Develop risk mitigation strategies and controls to address identified risks and vulnerabilities.
  • Prepare detailed investigative reports and documentation of findings for internal and external stakeholders.
  • Collaborate with internal (compliance, legal, and technology teams) and external stakeholders (ECMA, other governmental agencies, market players etc.), to address surveillance findings and implement appropriate remedial actions.
  • Stay abreast of regulatory developments and industry best practices related to market surveillance and make recommendations for enhancements to surveillance processes and systems.
  • Prepare reports and presentations for management, regulatory authorities, and other stakeholders on surveillance activities, findings, and trends.
  • Provide training and guidance to staff on surveillance procedures, regulations, and best practices.
  • Serve as a subject matter expert on surveillance matters, representing the exchange in discussions with regulators, industry groups, and other external stakeholders.
  • Assist ESX Board of Directors and relevant committees in setting market risk and compliance strategies and procedures.
  • Develop reports and submit the same to ESX management and regulatory agencies.
  • Support the preparation of the consolidated risk profile of ESX for presentation to the Board, relevant Board Committees, and senior management.
  • Perform other duties as assigned to her/him by the Board, Committee, and senior management.

Job Requirements

Qualification Required:  

  • Master’s degree in computer science, information technology, information systems, electrical engineering, data science, statistics, economics, business administration, finance, law or related field.
  • At least eight (8) years of progressive experience in related field

 Competency requirements: 

  • Operational experience in various types of surveillance, data science, and compliance frameworks, preferably in capital markets and/or financial sector.
  • Problem solving – defines a problem, generates solutions and evaluates and identifies the best solution to overcome the problem.
  • Excellent analytical skills with the ability to interpret complex trading data and identify patterns or irregularities.
  • Proven ability to collaborate with cross-functional teams.
  • Excellent organizational and multitasking abilities, particularly in managing board meetings and compliance deadlines.
  • Energetic, ability to work effectively as a team member in a private multi-cultural environment.
  • Good interpersonal, presentation and written communication skills, ethical and high-level of integrity
  • A positive « can-do » attitude, open-minded & sense of ownership

 

Language requirements:

  • Fluency in English and Amharic
