LonAdd HR Consultancy Plc (www.lonadd.com) is a Recruitment & Outsourcing Company based in Addis Ababa, Ethiopia, with branch offices in Dukem and Hawassa. We are looking to recruit a qualified-on Senior Agriculture Information System Technical Advisor behalf of our client.
Background
Evidence-informed decision-making in nutrition requires the availability of timely multisectoral data in Ethiopia, and there is a need to strengthen the review and use of available nutrition information at the ground level. Strengthening of the multisectoral nutrition coordination and nutrition information systems have been identified as priority areas across all regions. The Ministry of Agriculture (MOA) requested Client to provide support through the recruitment of Technical Assistance. The overarching objective of the recruitment is to ensure the food system and Food and Nutrition Strategy (FNS) monitoring, evaluation, and learning are enhanced and sustained at regional and lower levels through strengthening the Agriculture Information System.
Scope of the Assignment
The advisor, seconded by Client to MoA, will work with the ministry’s ICT Executive and Food & Nutrition Office and will closely collaborate with the ministry’s Strategic Affairs Executive and Client nutrition specialists to ensure the functionality of AGMIS and nutrition-sensitive information system development. The role encompasses designing systems, developing software, managing databases, system development (coding), deployment requirements, system administration, and maintenance of AGMIS and other nutrition-sensitive web-based and mobile app platforms required with integration of software development and maintenance team members of Ministry of Agriculture (MOA) ICT executive and ensuring linkage with Unified Nutrition Information System (UNISE)
Main Job Duties and Responsibilities
- Analyze existing AGMIS for improvements.
- Develop a roadmap for AGMIS implementation.
- Backend Development: Design, develop, and maintain efficient systems using C# and MS SQL Server.
- Frontend Development: Create responsive web applications using JavaScript and ReactJS.
- Mobile App Development: Develop native Android applications using Java.
- Design, maintain, and deploy modules for AGMIS.
- Develop software verification plans and quality assurance procedures.
- Support national-level strategies for data capture in the agriculture sector.
- Collaborate with AGMIS developers for scalable software solutions.
- Design and manage databases for agricultural data.
- Create user-friendly interfaces for stakeholders.
- Provide training on AGMIS and other nutrition-sensitive web-based and mobile app platforms required.
- Design dashboard reports for showcasing agriculture practices.
- Document the software development process, including code.
- Update implementation manuals and develop user guides.
- Submit regular reports to the ICT executive and the food and nutrition office.
- Perform other related duties as assigned.
- Ensure linkage with the Unified Nutrition Information System (UNISE)
Deliverables
- Primary deliverables include designing software solutions, managing databases, creating user-friendly interfaces, developing, and maintaining backend systems, building responsive web applications, creating native Android applications, ensuring AGMIS functionality, linking with UNISE, and generating dashboards.
Competencies
- Demonstrated excellence in management, supervision, and organizational skills. Self-motivated, proactive, effective communication skills, high integrity, and a commitment to confidentiality. Fluency in oral and written English and Amharic is essential.
Deployment/Placement Arrangements
- The Senior Agriculture Information System Technical Advisor will be based in Federal Ministry of Agriculture, Addis Ababa
Payment Modality
- The proposed monthly salary grade is NOD and DSA for 10 days at monthly basis.
Performance Evaluation
- The performance will be evaluated based on an annual work plan agreed upon with MoA’s ICT executive, Food & nutrition office head, and strategic affairs executive.
Reporting: The Senior Advisor will report to the ICT Executive, the Food and Nutrition Office, and the strategic affairs executive of MoA.

Qualifications:
- A minimum of MSc degree in Information Systems, Computer Science, Computer Engineering, Software Engineering.
- Minimum 12 years for MSc degree and seven years for PhD degree experience in the system/software development and implementation.
- Expertise in open-source systems, database design, cloud-native applications, & microservices.
- Experience with government organizations and NGOs.
- Technology skills: Python, HTML, JavaScript, Java, NoSQL DBs, Nginx, Apache Tomcat, Linux variants.
