CARE started working in Ethiopia in 1984 in response to severe drought and famine that devastated the population and claimed the lives of nearly one million people. Since then, the organization’s activities have expanded to address the root causes of poverty and vulnerability.
In 2008, CARE Ethiopia’s office moved from a project-based approach to a more focused and strategic program-based approach. Over the eight years since that transition, CARE Ethiopia has implemented a series of programs with successful outcomes, while simultaneously impacting the policies and practices of government, serving as a thought leader amongst NGOs, and bringing transformative change to rural communities. These broader and deeper impacts go beyond the direct impacts of its programs and are a result of CARE Ethiopia’s overall country strategy, which enables CARE to design for scale.
CARE Ethiopia works in various sectors but has particularly targeted the following:
· Food Security and Resilience
· WASH
· Nutrition
· Sexual and Reproductive Health and
· Emergency Response as cross-cutting (focusing on the above sectors).
The Senior Advisor- Gender & Livelihood will technically lead the Gender and livelihood initiatives of the CASCADE. S/he is expected ensuring quality programming during planning implementing and reporting and providing technical supports on Gender and livelihood aligning with the national youth and adolescent policy, food and nutrition policy and strategies. She/he provides technical assistance and capacity building and work with collaborating government stakeholders at all administrative level.
In consultation with the SRHN unit coordinator, she/he will be responsible to lead systematic and comprehensive Gender and livelihood assessment and devise feasible mechanisms and approaches to fill the gap and improve quality of services being provided. She/he is responsible for the introduction and follow-up of various capacity building tools and techniques conduct comprehensive supervision and monitor the implementation of the CASCADE project. She/he is responsible to provide advice, TA and guidance to HQ staff, field office staffs and partners related to Gender and livelihood within CARE Ethiopia. The advisor will report directly to the Program Manager and will work closely with other Advisors and program management team to ensure program quality and impact.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Ensure quality at the design, analysis, implementation, and reporting; (40 % of time)
- Develops overall technical approach, implementation strategies, methods and guidelines for gender and livelihoods program interventions
- Lead projects detailed implementation plans (DIP) development related to the gender and livelihood activities.
- Provide technical support to ensures the implementation of field programs proceeds according to approved plans.
- Technically lead/ conduct gender analysis and auditing to develop the gender integration guideline for key partners.
- Technical support the implementation of the gender integration guidelines closely working with the partners and project stakeholders.
- Technically lead the design and implementation of CARE approach in gender and livelihood; social analysis, and action (SAA), village saving and loan association (VSLA) and FFBS.
- Develops and designs concepts, and inputs into problem identification, causal and problem analysis to support operationalization of gender and livelihood strategies and plans
- Conducts continuous assessment and analysis of the communities’ gender and livelihood situation in operational areas aligning with the national food and nutrition policy and strategies.
- Provide technical inputs for the project to undertakes/facilitates project baseline studies, annual reviews, and final evaluations.
- Reviews project evaluation reports, compile and share lessons for future project design considerations.
Job Responsibility #2 Capacity Building and Technical Assistance: (30% of Time)
- Facilitate trainings, workshops, on-site mentoring, and coaching activities to ensure internalization and quality implementation of National Adolescent and Youth health and gender strategy, guidelines, and methodologies in program activities.
- Build the capacity of field teams, partners team, community, and government partners, in the gender strategy, guidelines, and methodologies identified to integrate and address gender issues as part of CASCADE activities and national food and nutrition policies.
- Develops capacity of SRHN staff on Microfinance, operation of VSLAs, FFBS, agricultural marketing and value chain application initiated by the programs in the unit.
- Develop the Capacity of SRHN staff on gender, diversity and inclusion.
- Lead the SRHN team on GBV prevention, mitigation and reporting.
- Works with the relevant government structures to facilitate gender and nutrition-related activities and monitoring in the operational areas.
- Development and testing curricula and materials/tool kits related to gender and livelihood.
- Develops and facilitates the adoption and translation of training curriculum/manuals, modules and technical assistance methodologies on gender and nutrition
- Oversees the scheduling and delivery to training to Farmer’s groups and Associations to build local level capacity in improved nutrition sensitive agricultural production and marketing practices for development.
Job Responsibility #3: Learning, Policy implementation and Networking (25% of Time)
- Coordinate with the SRHN program team to effectively support the government implementation of National Adolescent and Youth health strategy, food and nutrition policies, strategies, and guidelines.
- Keeps up to date with developments in gender and livelihood initiatives, including best practice in-country, regionally and globally, and ensure ongoing personal development and learning.
- Explores and participates in networks, gender, and livelihood task forces at the national, regional, and local levels.
- Technically lead the use of project gender and livelihood learning into evidence-based policy influence/advocacy,
- Identifies, establishes, and maintains productive relationships with like-minded non-government organizations.
- Aligning CARE Ethiopia SRHN implementation strategies to national food and nutrition policies and strategies.
- Stakeholder meetings with government partners to strategize on institutionalization of gender integration guidelines, FFBS and VSLA.
- Supports the effort to measure impact and document lessons learned and best practices (gender and nutrition focus)
- Initiates research/studies and share results for wider audiences in and outside CARE to enhance program quality.
- Ensure the communication of micro finance and Agricultural Marketing concepts and procedures within the organization, with partners and other stakeholders. Leads market assessment of local available nutritious foods.
- Prepares required reports on time, and of high quality that convey the gender and livelihood program component’s progress towards achieving best practices and impact in the targeted communities.
- Together with the PQL, supports impact measurement and documentation of lessons learned and best practices on gender equity and women’s empowerment.
- Regularly disseminates information regarding gender interventions and accomplishments among stakeholders, including the government.
Job Responsibility #4: Others: (5% of Time)
- Perform other duties, as assigned.
- The duties and responsibilities described above are subject to change, depending on CARE Ethiopian funding or programming.

The reason for creating this position is to ensure internalization and mainstreaming of gender across and livelihood opportunities across CASCADE project staff, partners and implementation areas. The incumbent must use interpersonal skills to choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions. This position requires innovative thinking and the ability to network and communicate broadly and strategically.

A) EDUCATION/TRAINING
Required:
- BSC degree in gender, social science, livelihood, business, Marketing, economics, and other related studies
Desired:
- MA degree in Gender, Developmental Studies and, applied nutrition, community Nutrition or equivalent
B) EXPERIENCE
Required:
- 5-7 years of work experience in gender, livelihood, nutrition, and programming
- Experience with undertaking capacity building initiatives and partnership management.
- Experience with undertaking operational research related activities.
