Job Summary

Oversee the management of the Monitoring and Evaluation Function in DPO operation areas. Provide regular assistance and at times lead in the proposal design process, project monitoring process, and post/mid-project evaluation process. Support the Director General using monitoring and evaluation findings to continually enhance program effectiveness; support the utilization of monitoring and evaluation data for decision making, program planning, and accountability for resources by program and project managers; document and facilitate dissemination of lessons learned.

Principal Responsibilities

Key Result #1 – Development of M&E Systems

  • Design/adapt best monitoring and evaluation systems for DPO based on the program and project proposal documents and donor requirements,
  • Develop indicators for all types of project activities to measure the progress  of the projects and ensure the relevance, accuracy, and feasibility of the M&E system;
  • Develops M&E plans and indicators and Logical Frameworks for all proposals/program documents,

Key Result #2 – Designing new projects

  • Coordinate the design of new programs and projects which may involve leading a team of DPO staff in field data collection, analysis, and writing of proposals;
  • Develop and/or oversee the development of on-shelf proposals for future funding by potential donors, including the preparation of socio-economic profile and database of existing operational Woredas for future programming;
  • Develop a program framework for the newly identified project and prepare a logical framework matrix for each and every identified project objectives 
  • Analyze the collected data/information and prepare the project/s design document for the newly identified project/s
  • Give guidance to the DPO Director General and Program Director on future programmatic and geographic growth areas of the organization;

Key Result # 3– Baseline survey

  • Coordinate baseline surveys for new and existing projects by preparing tools for data collection, analysis, and reporting.
  • Prepare SOWs, and key measurement tools and coordinate the recruitment of appropriate consultants for baseline surveys
  • Establish a database system for keeping very important documents of DPO projects  such as baseline reports, progress and evaluation reports, project proposals, donor guidelines, etc., and make it accessible to users centrally;

Key Result #4 – Monitoring project performances

  • Coordinate the implementation of annual activity and budget planning of the ongoing projects/programs and centrally manage this plan for subsequent monitoring and evaluation purposes;
  • Prepare annual monitoring plan and ensure the accomplishments of quarterly monitoring of each project
  • Ensure the monitoring reports are timely communicated with project managers, Director General, and Program Director for continuous follow-up and improvement
  • Provide leadership in the development of program monitoring systems for DPO, including the development of indicators, tools, and processes;

Key Result #5 – Project Evaluation

  • Manage the monitoring and evaluation tasks of DPO project and provide feedback to management and program personnel at the HO and project levels for follow-ups and improvements;
  • Ensure program and project implementations are monitored and reports are timely prepared and submitted to donors and relevant stakeholders;
  • Facilitate documentation of organizational learning and the sharing of lessons learned and best practices across different programs;

Key Result #6 – Compile various periodic plans and reports

  • Coordinate the preparation of annual plans and reports to be submitted to donors;
  • Compile the annual plans and reports of the different projects to be submitted to concerned signatories;
  • Analyze and prepare result-based reports and submit them to DPO  for decision making

Key Result #7 –Data Quality Assessment and Analysis

  • Conduct Data Quality Assessments on selected indicators from the respective programs/projects
  • Identify the strengths and weaknesses of the data, as determined by applying the data quality standards,
  • Determine the extent to which the data integrity can be trusted to influence management decisions”

Key Result #8 – Capacity building

  • Develop training materials for designing, monitoring, and evaluation techniques (PCM)
  • Develop the capacity of project staff and partners to monitor and evaluate programs and projects
  • Actively participate in various working groups
  • Keep essential documents for learning
  • Coordinate DPO staff learning visits to other partner NGOs and incorporate lessons learned/best practices into DPO ongoing program implementation or new program design;

Education/Certifications

  • Education: BA/BSC or BSC/MSC in development studies, Rural development and local studies(RLDS), Statistics, Economics, and other related social science fields
  • Experience: Minimum 6 years for BA/BSC or 4 years for MA/MSC

Experience

  • Eight years of relevant work experience preferably in an NGO setting with experience in proposal development for major donors

Distinguishing Competencies 

  • Excellent writing skills in English with proven ability to design and develop proposals,
  • Computer literate in the following programs:  Microsoft Office, SPSS, and Kobo,
  • Strong Interpersonal skills,
