 Job Summary:  

The Emergency Operations Manager is responsible for implementing and managing the work of the RIPA_South Emergency Response crisis modifier activities which is responding to the drought induced crisis in Borena, Guji, Dawa, Liben, and South Omo. S/he will manage USAID funded PCI/GC`s crisis modifier emergency drought affected communities, with responsibility for building capacity of the community, partner organizations and team, represent the programme and ensuring its sound and effective implementation, as well as monitor and report its implementation. The incumbent will report directly to the RIPA South Chief of Party.

 The main purpose of the Emergency Operations Manager is to oversee all emergency operations such as livestock feed and vet services, emergency WASH, private sectors engagement in emergency responses and support functions including logistics, transport, feed/commodity tracking, procurement and administration. This position holder will be responsible for supporting field office staff in establishing robust emergency operational systems and processes so that RIPA`s field office managers can properly implement their projects in a timely manner and in a way to ensure compliance with all donor rules and regulations. The position is based in Addis but will require frequent travel to field offices. Providing technical backstopping, organizing trainings in operations, coaching, and mentoring his/her peers are major responsibilities of the position holder. The position holder will work closely with both Addis and field-based staff to ensure the cross fertilization of learning as well as to ensure operational needs throughout the organization are being addressed. S/he will also work in collaboration with PCI/GC implementing and strategic partners enhancing operational systems and processes. This recruitment is contingent on donor approval on funding. 

Key Duties & Responsibilities:

  • Coordination and Timely program implementation
  • Ensure the involvement of Emergency Response Team and field offices in surveys, assessment, response planning, in implementation and monitoring of emergency responses.
  • Lead emergency response team in new intervention areas and implement quick responses for short period as required.
  • Facilitate emergency response capacity building trainings and workshops for GC and partner staff.
  • Assist field offices in preparation and review of emergency response proposals.
  • With guidance from RIPA_South COP and SMT coordinate all feed, vet, WASH, and related Programming at all levels  
  • Assist in set up, implementation and monitoring of beneficiary feedback mechanism.
  • Work closely with WASH specialist and prepare BOQ of materials and labor for water scheme rehabilitations, sanitation facilities and other infrastructures under RIPA_South crisis modifier projects.
  • Ensure timely procurement of emergency feed and vet services for immediate responses
  • Monitor and make sure that all emergency response activities are done with in the required qualities and time frame. 
  • Work with field teams and logistical staff to make sure that program supplies are readily available, requested, and listed in necessary budgets
  • Supervise all emergency staff to maintain optimal programmatic efficiency in compliance with all PCI, government, and international labor law and standards
  • Determine appropriate training requirements for emergency staff to increase responsibilities and capacity to safeguard sustainable programs
  • Maintain frequent communication with the CoP and the field staff to make sure all program activities and objectives are understood and that everyone knows the appropriate responsibilities, roles, and results
  • Work with CoP, Finance, HR and Logistics staff to maintain coordination of program supplies and to ensure they fall in line with budgeted targets
  • Maintain security of emergency response staff in collaboration with the security focal point
  • Ensure timely and quality delivery of the Emergency Response Plan, including immediate needs component, capacity building component and policy/advocacy component.
  •  Develop and monitor detailed operational plans in accordance with the overall Emergency Response Plan
  •  Supervise and manage programme staff and volunteers working on the emergency response, including providing on the ground support and guidance

 Technical guidance to the programme, partners and team

  • Provide technical guidance to the programme and incorporate key aspects of RIPA South work in emergencies (including resilience building regenerative agriculture activities, women empowerment, private sector, accountability, nutrition, longer term development, etc.)
  • Provide capacity building and induction for local partner organizations and volunteers engaged in the emergency response programme.
  • Identify intervention opportunities and support programme advisors to develop further funding proposals.

Programme resources allocation

  •  Ensure and work with finance and administration colleagues to programme budgets including setting monthly forecasts and ensuring that line items are appropriately spent.
  • Identify areas where additional resources may be needed and work with the management to re-allocate funds within the budget and identify additional funding sources as necessary.
  • Programme M&E and Reporting processes
  • Ensure timely and quality internal (weekly, monthly progress updates for the management, monthly and quarterly reports, indicator tracking) and external    reports including (Donor and government quarter, annual and terminal reports) reached to responsible bodies
  • Conduct frequent field monitoring visit and provided feedbacks and quick action in timely manner.
  • Closely work with MEL team on the project indicator tracking, conducting of different assessments and collection and addressing of client feedbacks.
  • Closely work with CLA team for proper documentation of collaboration and adaptation measures
  • Work with Regional Coordinator to programme M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
  • Use M&E data to regularly review and modify programme approaches and activities to achieve expected results.

Stakeholder Engagement / Networking

  • Represent GC in the Emergency Response Programme with external stakeholders (including government, UN agencies, NGOs) and seek to build appropriate partnerships.
  • Provide regular updates to the management which guides the Emergency Response implementation
  • The incumbent is expected to collaborate with the local communities, government counterparts, and other partners.
  • She/he is also required to work closely with the RIPA South leadership and technical staff of the project.
  • The position is based in Addis with at least 50% of the time spent in the operational regions (Oromia, Somali and SNNP) and frequent field trips to Woredas are required.

Education and Experience:

  • MSc and above in Rural development, Livestock and veterinary science, Food security and livelihood, DRM and NRM, related field from a recognized University.   
  • At least 10 years of experience of which more than 3 years of direct emergency response leadership work experience and humanitarian assistance operations
  • Experience in managing emergency programs and team mobilization and having good knowledge of project and budget management. 

Skills Required:

  • Proven management experience
  • Good project management skills. Ability to plan, organize, and supervise implementation of Livestock, WASH related emergency responses.
  • Thorough knowledge and understanding of current contexts and management emergencies in Ethiopia.
  • Experience in leading emergency response team and implementing emergency response and development interventions in local community context at stretched geographic locations
  • Ability to work under pressure, long working hours and with high workload
  • Self-motivated, energetic, honest, highly responsible, and punctual.
  • Ability to work as part of a team as well as to work autonomously when required
  • Ability to organizing and facilitation of trainings.
  • Skills and experience in staff management, budget management and building effective teams.
  • Have good skill on coordination and integration with government actors and other partners.
  • Have good report writing and communication skill.
  • Good command of both spoken and written English and local language of the area is plus
