SOS Children's Villages is the largest non-governmental, non-political, non-denominational charitable child welfare organisation in the world. Its mission is to build families for children in need, help them shape their own futures and share in the development of their communities. The first SOS Children's Village was founded by Hermann Gmeiner in 1949 in Imst, Austria. He was committed to helping children in need,children who had lost their homes, their security and their families as a result of the Second World War. With the support of many donors and co-workers, the organisation has grown to help children all over the world.
Currently, SOS Children's Villages offers an effective alternative foster care through its services in the Alternative Child Care and Family & Community Development Programme Units in 134 countries and territories around the world. It also supports educational programmes and medical centres and it is active in the field of child protection and child rights.
SOS Children's Villages started to work in Ethiopia in 1974 with the opening of the first SOS Children's Village in Mekelle. Currently, we are operating in Ethiopia in six regions namely Harari, Tigray, Amhara, Sidama, Somali and Oromia. In addition, we operate in two city administrations: Addis Ababa & Dire Dawa. SOS Children’s Villages Programme work towards its vision of a world where, “every child belongs to a family and grows with love, respect and security”. For the past 44 years, we have been working to build families for children in need, help them shape their own future and share in the development of their communities. Everything we do is based on the best interest of the child. We help vulnerable families care for their children, and we work to prevent the breakdown of parental care. When children lose their own parental care, we provide quality alternative care. We support young people in their efforts to become independent adults and succeed in life.
WHO WE ARE?
SOS Children’s Villages in Ethiopia (SOSCVE) is a non-governmental, non-political, non-denominational charitable child welfare organization. It was founded in 1974 and has been a development partner since then with positive outcomes in the lives of many children, families and communities. we have been working to build families for children in need, help them shape their own future, and share in the development of their communities. Everything we do is based on the best interest of the child. We help vulnerable families care for their children, and we work to prevent the breakdown of parental care. When children lose parental care (the care of families of origin), we provide quality alternative care in different care settings according to the children’s best interests. We support young people in their efforts to become independent adults and succeed in life.
We collaborate with donors, communities, governments, and other organizations to reach the children who need support when emergencies strike; we focus on providing humanitarian assistance, care, and protection for children and families in coordination with the government and other relief agencies. We continuously measure the impact of our program.
SOS Children’s Villages Ethiopia has a responsibility of ensuring and raising its target children in a safe and peaceful environment and implement its strategic objectives effectively. The main goal of outsourcing the security service is to receive quality security service from potential security service companies with a primary focus on the areas listed below.
- Ensuring that the organization’s assets, properties, and other physical resources are secured.
- Protecting children in the villages from any danger, harassment, and abuse
- Maintaining a safe and peaceful working and living environment for co-workers and children
Required security service
The Security Agency shall provide the SOS Children’s Villages in Ethiopia with the necessary number of security guards. Initially, the Security Agency in the SOS Children’s Villages in Ethiopia and/or its acquired assets or managed projects shall consist of a total of one hundred forty-one (142) security guards. As the need arises, the Security Agency hereby obligates itself to post such additional security guards within twenty-four (24) hours upon receipt of the request in writing by the SOS Children’s Villages in Ethiopia. The SOS CVE may likewise, at any time, reduce the number of security guards to confirm to its security requirements.
SOS Children’s Villages Ethiopia invites proposals from firms/Security service providers/ organizations to provide security guards at the below-mentioned locations.

Required Qualifications
- The applicant should be serviceable to the areas of the five (5) branches/ locations of SOS Children’s Villages Ethiopia including the National Office and Social Business as mentioned below.
- The applicant should be duly registered as a Security Agency PLC trade in Ethiopia and present 2016 E.C the renewed Licence
- The security Agency should be run by officers, the majority of whom have relevant military or police backgrounds.
- The security Agency should have at least five (5) years actual work experience in the rendering of security services and should have developed a good company image for its reliability, efficiency, and effectiveness in its work performance.
- The security Agency should have a program for the conduct of annual in-service training of its security personnel to maintain and/or upgrade their standards of efficiency, discipline, and competence.
- The Security Agency shall provide other data/information relevant to the operation such as number of years in business, and if also engaged in the related business of safety and security.
- The Security Agency shall able to provide the SOS Children’s Villages in Ethiopia with the necessary number of security guards in the Head Office and its locations and as the need arises obligates itself to post such additional security guards within twenty-four (24) hours upon receipt of request in writing by the organization;
- The Security Agency shall properly train and thoroughly screen its personnel prior to deployment and require them to present favourable police clearances and medical certificates attesting to their credibility and physical fitness for the work involved.
- The Security Agency shall provide the security equipment that the detachment may need in their operations.
- The Security Agency shall provide a close and effective supervision of guards seven (7) days a week including holidays, declared and mandated, working, and non-working holidays.
- The Security Agency shall provide SOS Children’s Villages in Ethiopia the security services twenty-four (24) hours daily including Saturdays, Sundays, and Holidays.
- The Security Agency will provide the necessary Personal Protective Equipment (PPE’s) for their employees assigned in the premises of SOS Children’s Villages in Ethiopia;
- The Security Agency shall provide uniforms and identification cards (ID) to all personnel assigned to the premises of the SOS Children’s Villages in Ethiopia.
- The Security Agency shall conduct periodic physical inspections to ensure compliance of the terms of coordination stated in the agreement.
- The Security Agency should have a permanent address /Office
- The Security Agency must have efficient and effective logistic and communication support and facilities
- Potential ’Security Guard Company’ must have a systematic reporting procedure on current risk/ threat analysis including any other factors/ situation having effect on safety and security of the personnel and office.
