Plan International’s first operation in Ethiopia started in Lalibela, in November 1974 and is currently implementing its program in Gambella, Benishangul-Gumuz, Afar, Oromia, Amhara, SNNPR, and Addis Ababa City Administration. Plan International Ethiopia will also continue low presence in Somali and Tigray. Furthermore, if there is a national-level emergency crisis in the country Plan International Ethiopia will respond quickly, effectively, and at a significant scale, even in areas where we are not present.
The Emergency Business Development Coordinator’s role purpose is leading successful proposal development for emergency funding for Plan’s current CS, under the guidance of the Head of Business Development. Coordinating, challenging and aligning a range of financial, technical, business development and programme inputs, and producing a high-quality proposal that satisfies Plan International Ethiopia strategy and procedures. Working mostly on medium-high value/risk grants, with quick turnaround.
Accountabilities and MAIN WORK ACTIVITIES
Plan has a performance management and accountability matrix SOP. Every position holder is expected to adhere to the SOP and review and review her/his responsibility against the accountability matrix.
· Engage with the emergency team (both technical and leadership positions) to guide the swift design and development of programme concepts and proposals;
· Coordinate with grants management and compliance teams to incorporate compliances in the proposals
· Work closely with Head of Business Development and supporting National Offices to ensure proposals address strategies, compliance and concerns of donors, to support proposal development;
· Ensure Plan’s procedure and guidelines in proposal development in the context of emergencies are followed;
· Develop systems to improve the proposal drafting process
· Work to strict deadlines coordinating with multiple stakeholders coordinating input from local and international partners, be they public or private for proposal development;
· Support the technical teams in preparing accurate budgets that are in line with the proposal strategy and logical frame;
· Ensure that each proposal submission is fully costed based on the cost recovery policy
· Ensure high-quality and timely production of humanitarian nexus to development and emergency project proposals in a range of technical areas;
· Ensures proposals are in line with PIE CS, capacity and capability;
· Proposals are in line with Plan International’s global standards on CCCD, gender marker, youth and inclusion and consistently applied the IASC Marker in humanitarian actions.
· Prepare thematic area capacity statement to support the fundraising
· Up-date donor mapping package on regular basis;
· Prepare FAD Stage 1, 2 and 3 as well as SPAD – then handover to the Grant Compliance and Programme Team;
· Prepare and up-date FAD and emergency tracker on monthly basis;
· Prepare Funding Gap analysis on quarterly basis;
· Support proposal data assessment team at the field level
· Be innovative to prepare a winning proposal and improve proposal success rate.
Other Responsibilities
· Within the scope of the role, there will be additional assignments as needed.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
· Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Qualifications/ experience essential:
Knowledge
· BA degree in Economics, Sociology, DRM or related/equivalent subjects.
· At least 5+ years of relevant experience out of which 3 years on a senior level experience (not necessarily gained in an NGO or INGO) or demonstrated equivalent combination in proposal development or fund acquisition,
· Excellent command of logical frameworks, budgets and technical formats;
· Capacity to work in a multi-sector team, including coordinating technical input into proposals;
· Ability to work with staff in country and NO staff remotely in writing and where necessary revising proposals.
· Familiarity with requirements of key humanitarian donors and capacity to work in a multi-donor environment, including OFDA, EHF, UNICEF, UNCHR, ECHO and other emergency funding streams.
Skills
· Good program design skills, including capacity to prepare logical, coherent and consistent documents including log frames.
· Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community;
· Computer literacy with advanced skills in Microsoft Word, Excel, PowerPoints;
· Demonstrated proposal writing and presentation skills;
· Fluency in written and spoken English language;
· Results oriented and metrics driven;
· Exceptional time management and able to solve problems;
· Ability to work under pressure.
Qualifications/ experience desirable:
· Master’s degree is preferable
· Experience in emergency proposal development and knowledge of donor funding principles
