Chemonics International Inc., a leading international consulting firm based in Washington, D.C., seeks experienced chief of party, deputy chief of party, grants manager, office manager, communications specialist, accountant, and component leader candidates for the anticipated 5-year, USAID-funded Strengthening Institutions for Peace and Development II (SIPED II) in Ethiopia project. This project will increase the resiliency of communities to deal with conflict. The purpose of the Program is to establish and strengthen partnerships between government officials and local communities to better understand and address the issues that may lead to violent conflict and to ensure that all development and adaptation interventions are conflict sensitive. Elevating the voice and positive contribution of women and youth will be at the core of all aspects of SIPED II. The program will focus at the national level with the Ministry of Federal Affairs and the regional state government of Southern Nations, Nationalities and People’s Region (SNNPR) and local levels in Hawassa, South Omo Zone, Konso, Derashe and possibly Arba Minch Zuria; Oromia and its regional state borders, Somali and Gambella regional states and their borders.

Chemonics International seeks experienced professionals for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM in Ethiopia will serve as vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of health supply chain and pharmacy service activities, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking qualified COVID-19 Commodities Supply Chain Coordinator. The coordinator is responsible to coordinate the warehousing, inventory management and  distribution services for COVID-19 commodities through the Ethiopian Pharmaceuticals Supply Service (EPSS) supply chain system to designated locations.  S/he co-ordinates the operations of the GHSC-PSM storage and distribution staff assigned for COVID 19 commodities management in multiple hubs of EPSS. The coordinator supports EPSS to effectively deliver COVID-19 commodities supply to public health facilities.  S/he will support the development of EPSS supply chain capacity and capability and lead GHSC-PSM COVID-19 commodities logistics technical assistance through the development of adaptable systems, processes, and human capacity for effective management of COVID 19 commodities.

COVID-19 Commodities Supply Chain Coordinator

The Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global and local collaboration to improve long-term availability of health commodities.

Purpose

The coordinator supports EPSS to effectively deliver COVID-19 commodities supply to public health facilities.  S/he will support the development of EPSS supply chain capacity and capability and lead GHSC-PSM COVID-19 commodities logistics technical assistance through the development of adaptable systems, processes, and human capacity for effective management of COVID 19 commodities.

Principal Duties and Responsibilities

  • Provide technical assistance through technical experts and project management support to MOH, EPSS and RHBs in the warehouse and inventory management, distribution, and transportation of COVID 19 commodities.
  • Support regular stock status and closely work with procurement team in pipeline monitoring, delivery status and update the project for COVID-19 commodities.
  • Support warehousing and inventory management operations of COVID-19 commodities, follow up and update the project on stock status.
  • Provide TA on warehouse operations and inventory management of COVID-19 commodities including inventory analysis and corrective actions.
  • Support EPSS in optimizing distribution of COVID-19 commodities to SDPs
  • Closely work with RHB and ZHD to ensure the COVID-19 commodities to SDPs and proof of delivery collection.
  • Support MOH/EPSS/RHB/ZHD to organize workshop to prepare and refine distribution plan and reach consensus with stakeholders  
  • Facilitate the distribution of COVID-19 commodities as per national breakdown from EPSS central to EPSS regional hubs
  • Support distribution of COVID-19 commodities as gap filling during distribution pick times and to manage emergency requests and redistribution.
  • Support MOH and EPSS to efficiently track the distribution of COVID-19 commodities and ensure that their safety is maintained and collection of proof of delivery.
  • Provide orientation trainings on COVID-19 commodities management at sub-national level.
  • Support MOH and EPSS to develop orientation training manual on supply chain management of COVID-19 commodities
  • Support EPSS Central warehouse to conduct COVID-19 inventory analysis, i.e., assist in reviewing current inventory, track issue data, analyze and compile the information and submit for decision making. 
  • Support to improve the inventory accuracy rate of COVDI-19 commodities and investigating stock imbalances, take immediate action to avert the situation at central and EPSS hubs. 
  • Using key performance indicator monitor the performance of warehousing and distribution operation at central and branch warehouses.
  • Provide support to EPSS in strengthening the coordination of fleet management with warehouse for timely distribution of COVID-19 commodities.
  • Actively participate in the establishment/strengthening/ of MOH/RHB/ZHD and EPSS Technical Working Group or task force, with an emphasis on COVID-19 commodity security and distribution.
  • Work with EPSS and GHSC-PSM warehouse and distribution staff to forecast the future resource needs of the warehouses, plan for the timely provision of the same and secure management approvals for support.
  • Prepare weekly and monthly action plans and progress reports to COVID 19 Vaccines and Commodities Supply Chain Manager according to agreed schedules.
  • Properly document achievements/success stores and report compilation for project activities.
  • Exhibit Chemonics values and build culture of “Living our Values” within the team. Understand and adhere to established policies and procedures and promote them throughout GHSC-PSM staff
  • Perform any other relevant duties assigned by GHSC-PSM COVID 19 Commodities Supply Chain Manager.

Level of Effort and Location

  • This position will be based in Addis Ababa, Ethiopia, with intermittent travel throughout the program’s target regions as needed.

Duration of Assignment

  • May 2022 to April 2023

Supervision

  • The GHSC-PSM COVID-19 Commodities Supply Chain Coordinator will report directly to the GHSC-PSM the COVID-19 Commodities Supply Chain Manager.
  • Bachelor’s degree in pharmacy; advanced degree in public health or supply chain preferable
  • Minimum of eight (8) years of relevant experience in health supply chain system (six years for second degree)
  • USAID projects experience preferred
  • Proven experience in advising public sector warehousing and distribution operations preferred.
  • Demonstrated ability to work with cooperating partners in implementing complex programs.
  • Excellent interpersonal and communications skills.
  • Willingness to travel throughout the regions of Ethiopia.
  • Fluency in English required.
  • Demonstrated leadership, versatility, and integrity
