LonAdd HR Consultancy Plc (www.lonadd.com), Recruitment& Outsourcing Company will be working on behalf of a client in the recruitment process of suitable & knowledgeable candidate, as per our clients’ specific requirements stated below:

Purpose

To coordinate and serve as liaison for the Covid-19 and other routine immunization supply chain activities at Client Office.

Specific Tasks

With the overall direction and supervision of the Client Ethiopia’s Health Section, the consultant will assume the responsibility of coordinating the activities for following SLL project and related vaccine logistics and cold chain management at national level. The primary objective will be to enhance the efficiency of the immunization supply chain and ensure the improved quality and availability of vaccines.

Key responsibilities of the consultant include, but are not limited to, the following:

  • Map country SLL project in country logistics status by implementation readiness, progress made and pending actions in collaboration with the Client Liaison office at Africa CDC.
  • Monitor the effective implementation of the SLL project activities, including procurement, budget utilization and shipment status.
  • Prepare ad-hoc and regular donor report of the Africa CDC SLL project. Provide regular up-dates on stocks and distribution of vaccines and related supplies and equipment to Client CO, Africa CDC and Master card foundation.
  • Liaison any communication between Health section and Africa CDC through Client liaison.
  • Work with Client liaison office at Africa CDC to follow and expedite the offshore procurement of cold chain equipment and other equipment to be used for stock data visibility. 
  • Coordinate the effective implementation of activities as per the micro-plan of Africa CDC agreed with the Ministry of health of Ethiopia.
  • Coordinate and lead the technical assistances hired in this project at EPSS hubs in collaboration with MOH-EPI and PMED
  • Facilitate the integration of COVID-19-related supplies into the routine EPI supply and logistics system, following the national programmatic guide and logistics system.
  • Foster effective communication and information sharing among different stakeholders to ensure timely delivery and availability of immunization supplies at national and sub-national level.
  • Facilitate in identifying potential risks in the vaccine supply chain and support national team to develop strategies to mitigate disruptions.
  • Monitor and analyze ODP of the procured Cold chain equipment, liaison with local agents about the installation and maintenance of the CCE.
  • Report on cold chain performance indicators, conduct quality assurance assessments, and address any deviations or non-compliance according to the Ministry of Health guidance.
  • Support the MOH and EPSS in formulating and reviewing policies, guidelines, and standards related to vaccine logistics, including waste disposal.
  • Provide technical expertise and training to immunization supply chain workforce professionals, logistics staff, and relevant stakeholders on cold chain system, including proper vaccine logistics, and waste management.
  • Support the establishment of systems for accurate and timely data collection, analysis, and reporting on vaccine logistics and cold chain activities.
  • Participate in relevant vaccine and cold chain technical working groups, sub-committees, and national forums to share experiences and best practices.
  • Support the regular supply readiness assessments for the ongoing integration of COVID-19 vaccination in the routine services and identify areas requiring support.
  • Under the guidance of the Ministry of Health, support the deployment of mBrana (or other equivalent inventory monitoring tool) to ensure third-level stock data visibility.
  • Engage in logistics data triangulation using administrative and program data sources, providing feedback to relevant bodies.
  • Regularly update the national Cold Chain Equipment inventories (CCEI) using the CCEI database and document and follow up on the operational deployment plan (ODP), maintenance, and decommissioning plans for CCE.
  • Monitor and evaluate new initiatives in immunization supply chain management, such as EVM 2.0, Temperature Monitoring Study, Vaccine Wastage study, DRIVE, etc.
  • Submit monthly reports to the Client Immunization team and a detailed final report at the end of the assignment.
  • Perform any other activity related to the assigned post as required by Client CO health team.

Reporting

  • The consultant will be directly recruited by third party HR contractor and will report to the Client immunization officer.

Expected background and Experience.

The consultant must meet the following criteria:

  • A university degree in Pharmacy with advanced degree master’s degree in supply chain management, public health, or a related field.
  • Proven experience (at least 10 years) in the health supply chain (preferably in national/regional immunization supply chain) in the public health sector.
  • In-depth knowledge of cold chain requirements, temperature monitoring systems, vaccine storage equipment, and EPSS distribution networks.
  • Strong understanding of humanitarian supply chain principles, logistics operations, and quality assurance in the context of health commodity.
  • Familiarity with relevant national and international guidelines and regulations, such as those issued by WHO and EFDA.
  • Professional experience with Client or Africa CDC or other partners working in immunization.
  • Excellent coordination and human resource management skills.
  • Effective communication and interpersonal skills to collaborate with diverse stakeholders.
  • Ability to work under pressure, prioritizes tasks, and meets deadlines.
  • Proficiency in data analysis and visualization tools.
  • Fluency in written and spoken Amharic and English

Language skills:

  • Fluent oral and written communication skill in both Amharic and English.

Other Skills:

  • Computer literacy with proficient in use of Microsoft Office applications; other data collection tools like EVM2.0, ODK, mBrana, Dagu, Google Sheet, CCE data base etc.

Suitable candidate:

  • Excellent facilitation, coordination, organizational and analytical skills.
  • Ability to write in a clear and concise manner and to present information in relevant formats.
  • Ability to manage and analyze basic data in Excel and produce charts/graphs.
  • Basic familiarity with client and other bilateral agencies work in support of immunization programs and implementation and their practices and procedures.
  • Strong interpersonal skills and work effectively in a team at all levels.

Desirable:

  •  Familiarity or experience with immunization supply chain management will be an asset. 
  • The consultant will not be provided lodging and/or meals.
  • The consultant will work from Client CO
  • The consultant should use his/her own materials, i.e. PC, mobile phone, internet, printer, etc.
  • The consultant will be paid monthly upon completion of deliverables as indicated on this TOR and approved by the supervisor on monthly basis through the third-party HR firm.
