Vétérinaires Sans Frontières – Suisse (VSF-Suisse) is a development-oriented, politically and religiously neutral non-profit international non-governmental organization (INGO) headquartered in Berne, Switzerland. Activities range from emergency relief to long-term development, with projects in Togo Mali, South Sudan, Kenya, Somalia and Ethiopia.
VSF-Suisse envisions having healthy people live and derive their livelihoods from healthy livestock in a sustainable, healthy and peaceful environment.
VSF-Suisse began work in Ethiopia in 2010 as a Foreign Charity, implementing resilience-building, disaster-risk reduction, animal-health and nutrition-sensitive humanitarian interventions. Linking agricultural and livestock interventions to community-based nutrition has been a flagship activity of the organization (and of the Ethiopia Programme in particular). In this regard, results from shorter-term emergency interventions have demonstrated longer-term nutritional impacts, and many of the organization’s projects have consequently been extended and scaled up.
- Monitor and supervise the proper execution of planned works in line with the required quality, cost and liability for the technical oversight of general program activities and ensure that the works are executed to the standard and as per the contract agreement.
- Supervise and manage the day-to-day activities of the project activities (including quantitative and qualitative progress, and effectiveness of the project, financial progress, physical progress-status of activities compared to the timetable for the projects and the quality of implementation, risk and technical soundness etc.)
- Supervise, assist and technically guide the contractor’s technical teams to ensure the quality of work and timely delivery of technical inputs.
- Accomplish project deliverables by defining project purpose and scope; calculating resources required; establishing standards and protocols; allocating resources; scheduling and coordinating staff and sub-contractors; evaluating milestone assumptions and conclusions; resolving design problems; evaluating and implementing change orders.
- Propose actions based on analysis of the evidence of the project implementation and provide technical advice towards setting up the project modalities and identify mitigating measures against technically specific contexts.
- Prepare a detailed work plan including a budget and indicators to measure progress towards results for project measures per the original project proposals and available budget.
- Liaise with relevant stakeholders, communities, consultants, and contractors for the betterment of project implementation.
- Follow up and ensure that projects are executed within allocated budgets and in conformance to the set design and specifications.
- Prepare technical report project status on a monthly and quarterly basis including resource utilization.
- Maintain compliance with safety and regulatory standards.
- Compile estimates for technical and material requirements for project development
- Suggest process and technical design changes to improve performance and efficiency.
- Implement improvements to designs and processes.
- Ensure material and structural integrity of the construction works.
- Ensure construction activities have minimum impact of the environment.
- Compile and present reports explaining project details to non-technical stakeholders.
- Monitor project progress, compliance with design specifications and safety standards.
- Support the contractor to create work schedules and adjust as needed to meet project deadlines.
- Maintain detailed documentation of all site activities.
- Ensure the contractor maintains documentations on local employment includes contracts, payment data, aggregated data on employment of locals.

The Construction Supervisor Engineer will be under direct supervision of EHRDD project manager based in Jigjiga and will have two reporting lines.
- Administrative and Operation matters: reports to VSF-Suisse field office EHRDD project manager and country office head of Program
- Technical Matters: reports to International Labour Organization (ILO) Addis Ababa Technical Team
- First-level university degree in Civil Engineering or an equivalent qualification.
- At least five years of proven experience in management and implementation of projects in the infrastructure sector at the district level and skills development. Proven experience in monitoring and supervision in a construction project preferably in building construction.
- Experience with an INGO and previous experience of working in the Somali region.
Excellent command of English and a good working knowledge of Somali.
- Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organizational norms, and to meet all commitments within the prescribed time, cost and quality standards.
- Good knowledge of labour-based approaches and tools.
- Ability to understand and effectively work with Government, non-government organizations and UN agencies.
