The Ethiopian Public Health Institute(EPHI) is established by the council of ministers regulation No. 301/2013 which recognize the Institute an autonomous federal government office having its own legal personality. The institute is accountable for the Federal Minister of Health.
The institute shall have the following objectives:
1. Undertake research, based on national public health research agenda, on priority health and nutrition problems, and generate, absorb and disseminate scientific and technological knowledge to improve the health of the general public;
2. In collaboration with the concerned bodies conduct surveillance for the early identification and detection of public health risks and prevent public health emergencies through adequate preparedness; and alert, warn and dispatch timely information during public health emergency, respond effectively and timely and ensure rapid recovery of the affected population from the impact of the public health emergency;
3. Strengthen its laboratories with trained man power and technology to undertake problem solving researches provide effective response to public health emergencies, carry out referral diagnostic and analytical tests; and support the capacity building of health and food science laboratories at the national level to enable them provide quality
laboratory services.
The Institute secures average annual revenue of 25 million Birr and more than 20 million USD (in cash and in kind) from different donors.
The Ethiopian Public Health Institute, EPHI shall have advisory board in respect of policy, strategy and other major institutional matters.

Ethiopia Public Health Institute (EPHI) is a nationally mandated institute to lead public health research on priority health problems. Health System and Reproductive Health Research Directorate (HS-RH-RD) is one of the directorates of EPHI which has roles and responsibilities to conduct national and subnational research on health systems and reproductive health.
Health System and Reproductive Health Research(HS-RH-R) is a multidisciplinary scientific field that examines how people get access to health care practitioners and health care services, how much health care costs, and what happens to patients as a result of the care. Studies in HS-RH-RD investigate how social factors, financing systems, organizational structures and processes, medical technology, and personal behaviors affect access to health care, the quality and cost of health care, and quantity and quality of life. Health System and Reproductive Health Research encompasses research on the policies, organizations, programs and people that make up health systems, as well as how the interactions amongst these elements, and the broader influences of the decision-making practices within the health system to influence system performance.
One of the projects in which the HSRD engaged with is the Geshiyaro Project. Geshiyaro Project was premeditated to identify the optimal design of STH and SCH elimination programmes. Thus, an economic evaluation is necessary to understand whether it is feasible to scale up the optimal intervention design beyond the implementation area, to other areas of the country that have similar STH & SCH infection profile. Therefore, the Ethiopian Public Health Institute is looking to hire one qualified and energetic central coordinator having the following qualifications and experiences for the cost and cost effectiveness evaluation of the project:
Objectives of the position:
The central coordinator will support EPHI to develop internal systems for quality control for survey implementation. This means internal systems that validate the survey protocol is being followed by data collectors and validating the quality of the work. Specifically, the coordinator will provide technical support to EPHI in the implementation of the evaluation according to the Protocol.
Major duties and responsibilities:
· Undertake a high-quality implementation survey as directed by the Principal Investigator.
· Monitor, and coordinate the data collection process of the Geshiyaro cost-effectiveness study
· Responsible for the day-to-day management of the survey activities including training, field support, monitoring, and data management
· Advise in-depth analysis of Cost-effectiveness data, or any Economic evaluation related operational studies
· Lead and guide data collectors during data collection.
· Support the administration of surveys by helping ensure compliance with good practice in relation to the conduct of the survey, ethics policy, and other relevant EPHI policies.
· Provide a regular report as well as other needed correspondence in a timely manner to the project leads.
· Facilitate and assist in mapping, centralizing, digitizing, managing, and analyzing existing and new data sources in the country
· provide and maintain regular correspondence with the cross-site co-coordinator and other members of the research and project team
· Review the cost-effectiveness survey questionnaires
· Produce policy-relevant findings from rigorous reviews of relevant studies, etc.
· Use of data quality controlling system
Essential requirements
Research leadership
· Ability to coordinate and lead projects or programs
· Experience working with multiple data source agencies, institutes, or individuals
· Experience on large national or regional health and health-related surveys
· Demonstrated research leadership skill locally or internationally
· Experience in leading research programs and data sources either locally or internationally
· Ability to guide publicity of data sources
· Have experience in electronic data collection tools such as:- CSPro, ODK, surveyCTO, google forms, etc.
· Experience in quantitative data collection and analysis
Coordination, collaboration, and networking skills
· Ability to create research data source collaborators or networks,
· Research communication and interpersonal communication skills
· Familiar with existing health policies, strategies and plans of the country
· Ability to work independently, supervise different data sources
· Ability to negotiate with funding organizations, research institutes and individual researchers
· Ability to Translating evidence to policy
· Ability to coordinate evidence to policy translation forums and dialogues
· Ability to develop evidence use tracking mechanisms at national and regional levels
· Demonstrated ability in disseminating research findings with different out lets
· Familiar with the local and international research ethics
Qualifications and experience:
· At least MSc/MPH in health services research, health economics, public health, biostatistics, Health Informatics, or any other related fields
· 10 years of work experience in health system research like program effectiveness evaluation.
· Having peer-reviewed journal publications with a focus of implementation science, economic evaluation, or program evaluation is Advantageous
