Embassy of Switzerland
The embassy supports cooperation between Switzerland and the host country. In this respect, close contact with the respective ministries of economic affairs is important. Bilateral meetings organised by the embassy are used to strengthen relations between Switzerland and the host country.
The embassy promotes the Swiss economy in the host country, Swiss exports and tourism. It establishes contacts with Swiss businesses and provides them with general information and legal advice concerning the economy of the host country. The embassy monitors the economic and political situation in the country and communicates developments that are of interest to Switzerland.
The embassy fosters collaboration in the areas of science, technology and education with the aim of strengthening cooperation between the two countries in terms of research and innovation. It promotes the exchange of ideas between scientific institutions and universities. It also supports Swiss students in the host country and tries to encourage qualified students from the host country to study in Switzerland.
In terms of culture, the embassy aims to promote mutual understanding in its work to implement Swiss cultural policy. It strengthens contacts with – and between – relevant cultural institutions of Switzerland and the host country, and also with artists, for example supporting Swiss artists who would like to show their work abroad. Events organised or supported by the embassy should highlight Switzerland's commitment to culture and help build bridges between different cultures.
With regard to the media, the embassy acts as an interface between the Swiss government and the official representations in the host country and the national and international media in the host country. It supports the work of journalists working for Swiss media.
Background information and Context of The Evaluation
Covering 8 countries, the Intergovernmental Authority on Development (IGAD) is a key partner of Switzerland in the Horn of Africa in the fields of peace and security, agriculture, governance and migration. Switzerland has partnered with IGAD in the above mentioned fields since the signature of a Memorandum of Understanding (MoU) in 2014. Switzerland has been engaged with a Whole of Government (WoGA) approach. Switzerland supports IGAD institutionally, at programme level, and with the deployment of experts. The cooperation in the field of migration is considered a success. Since 2014, Switzerland (the Federal Department of Foreign Affairs FDFA and the State Secretariat for Migration SEM) has supported IGAD migration programme with multi-year contributions
Purpose and Objectives
The reason for the evaluation is to provide Switzerland and IGAD with a sound understanding of key achievements and lessons from phase 2 and provide recommendations (including areas and modalities of support, opportunities, risks and challenges) for a subsequent support phase. The objective of this evaluation is to assess the extent to which the second phase of Switzerland’s engagement with IGAD in the field of migration achieved its expected results, as well as the relevance of Switzerland’s modality of engagement with IGAD. The project evaluation should be guided by the OECD/DAC Criteria of relevance, coherence, effectiveness, efficiency, impact and sustainability. The relevant evaluation criteria are to be selected in order to formulate pertinent evaluation questions that will be presented in the bid. The focus on and the exclusion of criteria should be explicitly stated in the bid of the evaluator as well as in the final evaluation report.
Roles and responsibilities of the evaluator(s)
- The evaluator(s) conducting the evaluation should have excellent knowledge in the fields of evaluation methodologies with focus on policy dialogue beyond national level realities, migration management as well as of migration and development related programmes and principles.
- The evaluator should have an excellent knowledge of the IGAD region.
- The evaluator(s) should have a minimum of 8 years of relevant professional experience

- Experience in project evaluation (with strong component of policy dialogue)
- Experience in evaluating projects with regional components
- Extensive knowledge in the field of migration governance
- Extensive knowledge of the IGAD region
Desired qualities are:
- Knowledge of IGAD or other RECs
