About the Organization
ENAB is a 60 years old organization established in 1960, is a first registered indigenous, not for profit local DPO established in Ethiopia. ENAB has officially renewed its License according to the new Ethiopian CSO Proclamation No. 1113/2019 on June 23, 2019 to intervene aggressively in the advocacy efforts of disability rights. Since its establishment, ENAB has been promoting the rights of persons with disabilities and has contributed for the ratification of the CRPD, the promulgation of the employment rights of persons with disabilities proclamation in Ethiopia, for the ratification of the Marrakesh treaty etc. ENAB is the pioneer, outstanding and vibrant DPO in Ethiopia with 31 branches throughout the country with more than 17,000 (seventeen thousand) members. ENAB has also been engaged in supporting countless blind peoples in providing educational services, economic empowerment, life skills trainings, etc.
Objectives of the Call
The overall objective of the call is to conduct an assessment on the policy and legal documents that govern inclusive education for persons with disabilities and blind persons in particular and to develope draft legislative measures.
Under this general objective, consultant(s) are expected to:
- Explore and analyze the existing policies, laws, strategies and guidelines that are applicable on the rights to education of persons with disabilities in general and the blind in particular
- Assess practical challenges that persons with disabilities in general and blind persons in particular face regarding their inclusion in education system
- Recommend legal and other solutions to alleviate challenges of persons with disabilities in general and blind persons in particular in accessing education of any level
- Come up with draft legislative measure, based on the findings of the research, to ensure effective inclusion of persons with disabilities in general and the blind in particular in education of any level.
Consultant(s) are expected to show major legal and practical gaps concerning the inclusiveness of education in Ethiopia for persons with disabilities in general and the blindin particular in light of disability rights together with the recommendations thereof and draft legislative measures attached to it. Thus, deliverablesare as follows:-
- Inception report,
- Research report,
- Draft legislative measure attached to the research report for the effective inclusive education,
- Presentation in the validation workshop and finalized report.
Methodology
To conduct the assessment and to develop the draft legislative measure, the consultant(s)are expected to propose a comprehensive and effective methodology that would enablethe consultant(s) reach up to the required outcome and to produce high quality deliverables.
Reporting
The consultant(s) will report to the human rights and advocacy coordinator of ENAB and to the consultant of ENAB on the USAID project as will be introduced at the time of signing the contract agreement.
Duration of Assignment
The assignment pursuant to this call must be completed within 50 days from signing of the contract. The consultant(s) shall submit the final research report at the 51st day from the signing of the contract.
- Minimum of a master’s degree or equivalent in international law and/or human rights or similar and relevant social science fields of study. Specialization on disability rights is an added advantage.
- Minimum of 5 years of experience in disability rights, disability consultation, working with disability organizations and similar activities.
- The applicant(s)are required to have conducted at least one research on disability rights.
- In-depth knowledge onthe United Nations Convention on the Rights of Persons with disabilities (UNCRPD).
- A good command of written and spoken English language
