Objective

The objective of this consultancy assignment is supporting an enterprise to create a sustainable supply chain of various agricultural products through the formation of farmers unions and operationalization of a commercial farm. The assignment involves creating jobs for 2,000 youth and women, organizing 1,000 youth farmers in to cooperatives, and facilitating apprenticeship for 500 students. Seventy percent of the beneficiaries will be women.

Scope of the Assignment

This assignment has four scope of work areas as indicated below.

1. Farm workers and capacity building

  • Identify and select farm workers to be placed in a commercial farm
  • Onboard and train farm workers on work ethics and good farm management practices
  • Facilitate the smooth operationalization of the commercial farm
  • Coach youth farm workers in a regular bases and on-the-job to ensure smooth operationalization of the commercial farm

2. Supply chain development for sourcing of agricultural products

  • Identify, select and onboard youths that will be formed into cooperatives and process agricultural products
  • Organize the youth to cooperatives/SMEs through supporting them in drafting cooperative society bylaws, business plan preparation, registration and licensing of their business, and developing organizational structure
  • Facilitate linkage between the youth cooperatives and large enterprises
  • Provide technical trainings on ways of good agricultural processing and value addition skills
  • Provide continuous business development (BDS) training for the cooperatives
  • Facilitate and supervise the construction of pack houses that will be used as processing and value adding sites by the cooperatives and farmers

3. Facilitation of Apprenticeship Programs

  • Conduct need assessment from manufacturing and service industries to identify apprenticeship program areas
  • Target, orient and onboard youths that will undertake apprenticeship programs in various manufacturing and service sectors

4. Monitoring, documentation, and dissemination of learning

  • Collecting primary and secondary data related to the interventions from beneficiaries and other sources
  • Reporting of all deliverables as per I4S reporting formats in a regular timeframe, which are weekly, monthly, quarterly, and annually
  • Documenting and sharing all intervention learnings and challenges
  • Provide recommendation of action plans on perceived and realized challenges throughout the intervention timeline

5. Interventions Management and Coordination

  • Lead planning, monitoring, and take appropriate course of correction deemed necessary to ensure smooth implementation and adaptive management
  • Manage time, resources and expectation of each interventions
  • Identify and engage key and relevant stakeholders for each intervention area to create ownership of the activities
  • Liaise with key government offices focal persons, particularly from Cooperative Promotion Agency, Bureau of Agriculture, and Bureau of the Labour and Social Affairs 

Deliverables

The deliverables for this assignment includes

  • 1, 000 youth farmers (70% women) identified, trained and coached, and placed in a commercial farm to ensure smooth operationalization of it
  • 3-5 youth cooperatives/SMEs formed through supporting them in drafting cooperative society bylaws, business plan preparation, registration and licensing of their business, and developing organizational structure
  • Market linkage facilitated between the youth cooperatives and large enterprises as well as transaction realized by providing continuous follow-up and support on contract management 
  • Delivered training on topics related to BDS, good agricultural processing and value addition, work ethics and other relevant topics 
  • Well supervised and completed pack houses that will be used as processing and value adding sites by the cooperatives and farmers
  • Need assessment report from manufacturing and service industries to identify apprenticeship program areas
  • 200-500 students identified, oriented and placed in apprenticeship program
  • Share raw primary and secondary data collected during the project implementation
  • Share draft and final reports of all deliverables as per I4S reporting formats in a weekly, monthly, quarterly, and annually bases
  • Document and share all intervention learnings and challenges
  • Share recommendation of action plans on perceived and realized challenges throughout the intervention timeline
  • I4S partners and local stakeholders engagement report

Duration The project duration is 18 months from April, 2022 to December, 2023

Location: Meskan, SNNPR; Minjar and Sela Dingay, Amhara; and Gura Ferda, South West Ethiopia Peoples’ Region

Number of positions: 3 (one per region)

Duration: Starting from May 1, 2022 to December 31, 2023 

I4S is looking for individual consultants who fulfil the requirements below

  • BSc degree in Business Administration, Agricultural/Economics, Cooperative, Rural Development, Agricultural Extension, or other business related fields with minimum 5 years of experience
  • Experience on cooperative and SMEs is preferred
  • Ability to work under pressure and meet deadlines 
  • Fluency in Amharic and one local language of the respective location is an advantage
  • Strong communication skills
  • Proven data collection, organization and analysis skill
  • Report writing skill in English language
  • Willingness to travel within project location and have experience working in target area
