Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

DCA Ethiopia Office is looking for a competent Area Programme Manager.

Position Objective

 Provide overall oversight to all field operations within the region coordinating all DCA and partner implementation in the region. The position holder will participate in the design of future projects in collaboration with various stakeholders in the region and DCA country office.

 Purpose

 The overall objective of the post is to play a leading role in refugee and host communities project development, planning, implementation, monitoring, evaluation, and reporting of DCA Projects under Afar Field office including supporting partner-led projects. He/she is fully in charge of both the system and the programme staff and represent DCA at various forum at Afar level.

Engagement

  • Provides the required technical and management support for successful implementation of the projects with the required quality standard.
  • Take a lead in proposal development for all projects in Afar projects and actively take part in write up of proposal.
  • Lead the project teams and ensure timely the implementation of the projects.
  • Conduct monthly BVA review with Afar project and Finance and Admin Coordinators and participate on the country office level both review with program team, and finance for all projects implemented in Afar.
  • Engage with project stakeholders to ensure that DCA projects are planned and implemented with full involvement of stakeholders at different level.
  • Strictly follow the implementation of the DIP and the procurement plan with reference to the budget verses actual (BVA) analysis.
  • In collaboration with the M&E staff and other technical staff put in place a realistic and actionable M&E plan for each project in Afar and ensure the plans are implemented.
  • Support the project team to collect lessons learned, best practices and shared with the relevant bodies.
  • Keep line manager informed of any major issues arising in field office.

 Delivery

  •  Overall management of DCA activities (program and administrative) at the field level, lead Field level management team and ensure that the team address the project implementation challenges timely.
  • Ensure all project activities in Afar are implemented in accordance with donor requirements and as per the quality standard and agreed detail implementation plan.

Qualifications:

  •  MSC/First degree in a relevant discipline (Development Studies, DRR Management, food security, Agriculture, and related field) from a recognized university.
  • 6/8 years practical experience in MSC/BSC respectively at the field and country office level in designing humanitarian projects proposal and reporting writing capacity building and implementation of key donors BPRM, ECHO etc. specifically in the refugee context.
  • Technical Training qualifications required:  relief, disaster management, environmental sciences, and related field.
  • Experience working in refugee context in Afar, or other refugee set up in Ethiopia with international NGOs, UN agencies like UNHCR is mandatory.
  • Understanding of the humanitarian system and refugee crisis in Ethiopia.
  • Knowledge of humanitarian standards and principles and cross-cutting issues
  • Experience in management and knowledge of basic accounting methods and procedures
  • Ability to train and supervise a multi-cultural staff
  • Good cross-cultural Communication skills
  • Excellent communication, networking and persuasion skills, particularly good mentoring, and capacity-building experience.
  • An openness to learning about and understanding the culture, political, social, and economic situation of the country
  • Experience in project design, implementation, monitoring, and evaluation
  • Good public relations and public speaking skills
  • fluent in spoken and written English, proficient writing skills
