About the Ethiopian Red Cross Society

The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees.

ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Key Performance Areas

Cash and Bank management:

  • Manage daily the cash boxes and bank accounts of ERCS/GRC office, payments, advances, etc.
  • Maintain regular cash counts and bank reconciliations with the GRC Delegate
  • Respect the GRC procurement and authorization expenses procedures in all payments done to suppliers and cash advances
  • Ensure proper handling of payments for suppliers and service providers

Accounting:

  • Plan, coordinate and supervise project accounting activities of ERCS/GRC projects in cooperation with GRC Regional Finance Manager
  • Manage the monthly accountancy of the said project in the ERCS/GRC office in Addis and support the accountant in the field office
  • Prepare the monthly accounting report for the project, according to the GRC regulations for monthly financial closure
  • Prepare quarterly budget/expenditure overviews, forecasts and cash requests for the GP1 programme in close consultation with the Project Delegate
  • Check the proper quality of invoices/receipts and supporting documents according to GRC and back donor regulations, including the complete data in the voucher stamp and ensuring the signature of the budget holder
  • Translate invoices into English, when needed
  • Keep a proper filing of the project accountancies in the office.

Budget management and monitoring:

  • Support the ERCS/GRC Project Delegate in the design and review of project budgets according to agreed strategy and work plans
  • Support the Project Delegate in the supervision and monitoring of the project budgets in the office, including control of eligibility of expenditures under donor requirements
  • Assist the Project Delegate and Project Coordinator in the budget planning for new projects
  • Support the Project Delegate in the preparation of funds requests for the project
  • Ensure timely and correct preparation of financial statements and reports in accordance with the ERCS/GRC’s policies and procedures
  • Arrange and organize financial documents for auditing and follow up on recommendations
  • Ensure account balance is correct in all accounts managed at the end of every month (bank and petty cash)
  • Prepare monthly copies /electronic filing of financial documents and arrange shipment, if needed
  • Establish and maintain regular communication and coordination with field team and project management to avoid miscommunication
  • Conduct performance appraisal of subordinates, recommend appropriate training

Administrative and logistic support:

  • Ensure project work can run smoothly with all necessary materials available in the offices
  • Ensure proper filing of project documents
  • Prepare, follow up and file all documents related to the contracts signed by ERCS/GRC
  • Conduct quarterly update of procurement table, suppliers list, project staff list and inventory list
  • Prepare and analyse CBAs according GRC’s and donor procurement regulations
  • Support project managers to prepare and operate tender processes
  • Support project managers to prepare and conduct trainings or other events
  • Provide administrative support to the project staff for travel arrangements, bookings and purchases
  • Support the GRC Delegate in the supervision and monitoring of the vehicle management
  • Promote and share ideas for improvement

Terms of employment: Contract for four month

Place of Work: ERCS, HQ in Addis Ababa

Qualifications and Experience:

  • Second/First degree in finance/business administration, accounting and other related field of study.
  • Work experience, 4/6 years of related work experience.
  • Advanced level of excel and experience managing other accountancy programs;
  • willing to learn new accountancy program
  • Good command of English
