Positive action for Development (PAD) is an Ethiopian resident’s civil Society organization with active registration status at Federal Level. The organization initially licensed at Ethiopian Federal Democratic Charities and Societies agency on June 6/2011 with a registration number 2330.  The organization has also been re-registered and accorded legal personality with registry number 2330 on May 22, 2019 as Local Organization in accordance with the civil society organization proclamation No. 1113/2019.

Positive Action for Development (PAD) is an indigenous, non-governmental, humanitarian and development organization and legally registered at Federal level by Federal Democratic Republic of Ethiopia Charities and Societies Agency on June 6/2011 with a registration number 2330.

Based on funding from multiple Donors, PAD is implementing various projects to support the affected communities countries through Education, CCCCM, shelter and NFI, Food security and livelihoods, WASH, Health and Nutrition sectors. PAD is currently implementing 12+ projects in various parts of the country.

Main Responsibilities:

Reporting to the Humanitarian Programs manager and the technical backstopping of the emergency program head, the WASH Coordinator will be responsible for leading the implementation and monitoring of PAD WASH activities across the country.

Specific responsibilities include the following

  • Responsible for the planning, follow-ups, supervision, Monitoring and onsite technical coaching of the project WASH facilities site identification, construction and rehabilitation in accordance with the required standards and with the highest level of technical quality and competency.
  • He/she will be in charge of the definition of BoQ, design and follow-up of contraction works to be carried out during the implementation of the projects, and quality check of the material procured, among others.
  • Ensure WASH activities and procurement plans are well-designed by taking an active role in project work planning and technically guide and coordinate the implementation of the planned activities.
  • Ensure that the WASH construction and renovation activities are implemented according to recognized National and International Standards, PAD’s and donors’ policies and priorities.
  • Assist the project and program providing realistic estimates of WASH facilities construction and renovation works based on the BoQ; forecasting expenditures related to works and monitoring the actual expenditures related to it;
  • Collaborating with the Project WASH supervisor, Project Coordinator and Programs manager in trouble shooting in his/her sector of competence
  • Organize and conduct baseline, End line, pre-and post- KAP surveys to realize and evaluate the impact of the project towards communities.
  • Play a lead role in coordinating and representing PAD with the government and private sector partners on WASH interventions.
  • Ensures the implementation of WASH needs assessment and feasibility studies
  • Verifies and proposes WASH intervention priorities for new project opportunities.
  • Coordinates the staff assigned under his/her management, monitoring their activities; participates to the staff evaluation, together with the project coordinator and Humanitarian Programs manager;
  • Maintain, and improve active and regular working relationships with all stakeholders, cluster, technical working groups and in line with relevant national and internationally recognized standards of accountability representing PAD.
  • Conduct a project impact research in the project areas, share with all the concerned stakeholders and give accurate recommendations that probably be the action plan for the community.
  • Provide strategic thinking, writing and data inputs to project reports on a regular basis.
  • Anticipate challenges in project implementation, identify solutions, and work with the team in problem-solving.
  • Other duties as assigned.

Qualification: Minimum Bachelor’s degree in Hydraulic engineering, Water supply, Geology or related fields. Master’s degree or higher in related fields preferred;

Experience: Minimum five years professional experience in WASH facilities site identification, design and construction I.e. in spring development, Borehole drilling and upgrading, pile installation, installations of pumping systems including solar panels and motorized generators, Sanitation and hygiene campaigns with strong involvement in direct implementation of WASH works;

Job Requirement

  • Working knowledge of Office Package, GIS applications and software;
  • Working knowledge of software dedicated to Water scheme technical design;
  • Demonstrated knowledge of humanitarian standards (Sphere standards and CHS, among others).
  • Ability and willingness to live and work in harsh and difficult physical conditions in an area of potential insecurity;
  • Willingness and capacity to be flexible when faced with difficult working conditions;
  • Flexible and creative approach; keen to take initiative where appropriate;
  • Respect culture, believe in a diverse ethnic and traditional set up;
  • Experience facilitating relationships between Nongovernmental organization and government;
  • Ability to work well within a team and take responsibility to deliver results;
  • Accountability & responsiveness within areas of responsibilities;
  • Able to operate independently and as part of a team;
  • Previous experience in INGO with experience;
  • Fluency in written and spoken English, Amharic and knowledge of the local language is an advantage;

No required: one 

Duty Station: Based in Addis Ababa, with frequent travel to the project implementation areas.
