Scope Of Work Summary

The Chief Executive Officer is responsible for a range of high-level executive, leadership, management, and project support services including providing strategic direction, guidance and oversight of day-to-day operations, managing communications and implementing strategies to support the achievement of project objectives. She/he represents ENA on thematic specific issues and maintains excellent relationship with MoH, MoE, ETA, RHBs, health teaching institutions and other relevant stakeholders The executive officer coordinates planning, implementation, monitoring and reporting of project activities in the Ethiopian Nurses Association. The Executive Officer supervises Pre-service Education and Capacity Building Advisor, Regulation and Capacity Building Advisor and Finance Head, membership coordinators and others as necessary. She/he works collaboratively with Addis Ababa GIZ STEP III, programme, Training of Health Professionals Team staff to ensure results are achieved. She/he also ensures regular monitoring and evaluation of project are conducted and findings of best practices are documented, communicated and feed in to the subsequent planning process.

Major Duties & Responsibilities

Leadership:

  • Act as ENA Executive point of contact specific to GIZ STEP III activities and, upon demand, for other meetings and activities such as planning meetings and provide inputs for implementation of program activities;
  • Coordinate with stakeholders and maintain excellent relationship with MoH, MoE, RHBs, teaching institutions and other relevant counterparts.
  • Represent ENA on thematic specific issues on technical meetings, workshops, review planning; and act as a liaison for the association with relevant stakeholders and partners.
  • Monitor and report GIZ STEP III strategic and operational plans to inform decision making and support achievement of the project objectives.
  • Supervises and ensures efficient and effective implementation of the project with due consideration of timelines in delivering results.
  • Research and prepare strategic advice, information and reports on diverse and complex policy, planning and operational matters to facilitate informed decision making and planning
  • Promote teamwork across and within the ENA office; Participate in and lead the development of work plans, and implementation, monitoring and reporting of project activities and results.

Program Management & Implementation:

  • Work closely with relevant stakeholders including MoH, MoE, ETA, TVET and other stakeholders for continuous and successful project implementation
  • Oversee overall project management to develop implementation plans, make budgetary decisions, reporting and audit and monitor implementation of activities and ensure if project deliverables are met.
  • Monitor activities, outputs and results of the project and produce data to enable dynamic decision-making and continually inform mid-course corrections and follow-up while working closely with the HWIP technical, program and admin staff.
  • Assure quality through development and implementation of standards and controls, systems and procedures, and regular evaluation.
  • Provide expert advice and contribute to decision making; identify emerging issues/risks and their implications and propose solutions; receive advice and report on progress towards project objectives and discuss future directions
  • Work jointly with the project advisors to coordinate planning and scheduling of activities, and ensure the smooth implementation of project events and activities as well as the overall operations of the ENA central office;
  • Ensure that regular monitoring and evaluation of project progresses are conducted and findings of best practices are documented and feed in to the planning process.
  • Closely supervise and direct the work of program staffs on the way to efficient execution of projects
  • Liaise with, and coordinate information between ENA and MOH, MOE, RHBs, teaching institutions consult and collaborate with, to define mutual interests and determine strategies to achieve their realization.
  • Establish and maintain effective working relationships with institutions of higher learning, government and non-government organizations
  • Lead and facilitate productive discussions with staff and stakeholders
  • Establish performance outcomes and measures for key project goals, and define monitoring, reporting and communication requirements;
  • Ensure finance head prepares accurate estimates of costs and resources required for project activities
  • Communicate the project strategy and its expected benefits to others
  • Monitor the completion of project milestones against goals and initiate amendments where necessary
  • Ensure that roles and responsibilities of staffs are clearly communicated
  • Lead, direct and manage staff performance appraisal and development
  • Recognize performance issues that need to be addressed and work towards resolution of issues

Business Development

    • Identify and communicate potential opportunities for new business and new or leveraged funding sources;
    • Contribute/oversee proposals designing and writing.

    Location: ENA Head Office, Addis Ababa

    • Master’s in nursing or above
    • Minimum of 5 years of progressive managerial experience in higher education system or non-government organizations.
    • Familiarity with the Ethiopian health development sector and higher health education system;
    • Proven experience in working with MoH, MoE, RHBs or higher education institutions.
    • Advanced training in health professions education area is advantageous;
    • Experience in international NGO is preferable.
    • Project /Program coordinating training certificate is an added value.

    • Strong communication skills, report writing and spoken well in English
    • Strong leadership and decision making, and organizational skills needed to manage several projects simultaneously.

    • Ability to maintain confidentiality and foster trust and respect;
    • Ability to travel for field activities.

    Knowledge Management and Sharing

    • Establish& create common understanding among implementing partners, consortium members and ensure smooth implementation of the project;
    • Prepare project annual, bi-annual and quarterly plan and report in light of different demands (donors and government);
    • Ensure that planned activities are accurately contributing to the attainment of the project goal;
    • Organize review meeting to evaluate the project performance against its plan and documents the findings for improving results;
    • Coordinate and collaborate with organizations/project teams and ensure timely communications and availing all project related data;
    • Analyze critical and emerging issues in the course of project implementation and gives the necessary and appropriate response.
