JOB SUMMARY

 

The MHPSS program manager will oversee overall functioning of the MHPSS services in centers, and PHCCs supported by IMC and community based MHPSS services in East Hararghe field office. Besides, he/she will be responsible to the planning and the implementation of capacity development, documentation, monitoring, and evaluation as well as ensure quality of provision of MHPSS services in line with agreed proposal.

MAIN TASKS AND RESPONSIBILITIES

1.  Support for Program Development

 

  • Regularly assess new context developments and MHPSS needs in the region including identifying new gaps and potential areas of intervention in Mental Health and Psychosocial support interventions.
  • Assist the field office program coordinator to identify potential areas for new projects and prepare concept notes and project proposals (in collaboration with Addis-level technical managers)

 

2.  Program Implementation, logistics, and budget management

 

  • Ensure that the MHPSS interventions are appropriately integrated into other sectors (health, nutrition, protection education, etc.
  • Ensure IMC MHPSS care standards and protocols are met, national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed.
  • Provide technical leadership and guidance during the planning, implementation, monitoring, and evaluation of MHPSS service project activities in the region from the inception to the close-out stages
  • As a lead technical person for IMC MHPSS; mentor, coach and lead the technical competence and capacity of MHPSS staff under his/her supervision. 
  • Assist the field office program coordinator/manager to address the logistic issues concerning programmatic supplies for MHPSS (collaborating with field office logistics and finance departments, government, and UN agencies)
  • Assess medical Grant In Kind (GIK) needs and collaborate with the IMC Addis GIK team, to import and transport medical GIKs to IMC sites
  • Help in staff recruitment, training, performance monitoring, and HR management and ensure that standards and protocols are adhered to and implemented. 
  • Review the program budget and ensure that there is a regular alignment of budget versus expenditures. 
  • Ensure smooth phase-out in each project area during the project phase-out period.

 

3.  Capacity Building and Coordination

 

  • Identify training needs and capacitate MHPSS officers/MHPSS case workers/MHPSS community mobilization officers under his supervision to enable them to provide high-level performance during planning, implementation, and reporting.
  • Facilitate the development/adaptation (national protocols) of different MHPSS and related manuals and guidelines including training follow-up.
  • Liaise with the country office technical coordinators and other collaborating partners to ensure appropriate skills at the region and implementation sites to realize improved coverage and efficiency of the program.

 

4.  Reporting and MEAL

 

  • Provide updates and regular reports on MHPSS to Country Office (Addis), regional health bureau, and other coordination mechanisms. 
  • Assist the MEAL and field office Coordinator to compile reports and provision high-level regular reports and updates to the Addis-based management team.
  • Support the camp-based team to establish reporting systems and data flow mechanisms and ensure the proper functioning of the systems for regular assessment, monitoring, and evaluation of the projects against its objectives and expected results.

 

5.  Representation

 

  • Liaise and Represent IMC during MHPSS technical meetings at the regional level and provide minutes of such meetings.

Implement other MHPSS-related activities as per direction from the immediate and technical supervisor at the Addis Ababa IMC office

MINIMUM REQUIREMENTS

 

·       MSc/BSc degree or above in mental health/Psychiatry or clinical psychology or other related field of study.

·       Minimum of two years’ relevant experience on clinical and two years on program implementation on MHPSS.

·       Experience in facilitating psychosocial activities.

·       Knowledge on national and international guidelines, protocols, and strategies on MHPSS (IASC, mhGAP, PFA, PM+, etc).

·       Excellent training experience and skills, including on the job and formal training

·       Ability to work with a broad spectrum of people from different cultural backgrounds

·       Excellent communication skills

·       Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources

·       Must be able to write proposals, technical reports for donor and potential partners and meet reporting deadlines

·       High level of confidentiality and integrity

·       Knowledge of the local context and the humanitarian situation of the region
