Background
PFE is a nongovernmental, non-profitable and non-partisan organization. PFE is legally registered as an Ethiopian Resident Charities NGO, October 20, 2011. Currently it is working in all Regions and City Administrations of Ethiopia on health and socio-economic empowerment of women/girls’ youth and children as well as reduction of maternal mortality, in harmful traditional practices such as GBV and HVC to improve living situation of highly vulnerable children and girls at large the communities. As health issues are directly associated with income of individual, PFE works in enhancing the income of women using building reliable and sustainable livelihoods. To this end, Technology transfer, local resource mobilization, building capacities of community structures and awareness raising on women empowerment are key working areas of PFE.
Women’s leadership and participation is a key development agenda to ensure gender equality and transform the lives of women and girls. As outlined in several international and national policy documents, International multilateral, nongovernmental organizations, states, and local CSOs commit to realizing women’s participation in political, economic, and public lives as equal to that of men and decision-making as well.
The organization has years of experience in undertaking Women empowerment, gender equality and development activities in Ethiopia. PFE is planning to Strengthening women’s organizations’ capacity for leadership and building movements in partnership with Plan International Ethiopia under Women Voice Leadership Project. In order to enhance leadership skills and capacities of leaders of WOs on gender transformative leadership and to improve leadership practices and address identified leadership and governance gaps of the targeted Women lead organization, PFE is seeking experienced preferably certified consultant to provide trainings, coaching and support for the target women organization for the creation of women movement.
Thus, this Terms of Reference (TOR) is issued to invite interested consultant who have reputable and proven track records in developing leadership development modules and facilitate tailored made trainings and mentorship sessions with particular focuses on women leadership development.
Objectives
The objective of this assignment is to provide trainings, coaching support for selected Women organizations aimed at:
- To enhance Women leadership skills and capacities of leaders of WOs on Gender transformative leadership
- To improve leadership practices and address identified leadership and governance gaps of the targeted WOs
- To strengthen the capacity and platforms towards building women’s movement in Ethiopia.
Scope of Work
The consultant shall work in close coordination with PFE and selected Women organization and will be expected to undertake the following tasks:
- Undertake a quick assessment to identify leadership gaps and to understand the context and needs of targeted WOs using the designed Participatory institutional assessment variables and Gender transformative organizational development model.
- The consultant shall provide three days boot camp training for two rounds for the selected 30 Women lead organizations on Gender transformative leadership to enhance leadership skills and capacities with more practical activities and home take assignments that will sustainability transform capacity of targeted Women lead Organizations in addressing organizational leadership gaps. The consultant should also facilitate peer learning and sharing of good practices among Women organization during the training.
- The consultant shall conduct governance and strategic leadership training for three days for 30 women organization members of board directors to strengthen the capacity of board of directors in delivering relevant leadership and governance support to the WOs in ensuring sustainability and improve management.
- The consultant will facilitate and provide three rounds of group coaching support (group with small size 3-5 WOs- working in similar thematic areas and share similar leadership gaps) for 30 WOs leaders (Targeting Executive Directresses and Board Chairpersons). This action to deliver a coaching support with specific WOs leaders with group modality based on nature of identified gaps in leadership and governance domain of organizational development
- The consultant will also facilitate a workshop to share Best Management practices among women leaders in civic societies, public and private sectors. This aims to display challenges in women leadership, best management practices and exemplary leadership of women. Moreover, this stage will enable to device mechanisms to strengthen collaboration and peer support among women leaders across different sectors.
- The consultant will facilitate national virtual workshop with 70 women leaders towards building Women’s Movement in Ethiopia. The workshop will organize a virtual one-day grand event, National Women’s Forum, to bring women leaders to hold consultation on the need to strengthen Women movement, set a clear agenda and develop action plan towards building women’s movement in Ethiopia.
Key Deliverables of the assignment
- Summary of quick assessment of targeted WOs leadership gaps
- Training modules on transformative leadership for WO leaders and governance and strategic leadership trainings
- Short guideline and action plan on coaching support
- Brief report of the Training and coaching support
- Proceedings of the Best management practice and Women Movement building workshops
Requisite Qualification
- The task will require experienced preferably certified consultant with experience in designing and conducting training on gender transformative Feminist concept and strategic and governance in the context of women organizations.
- The lead consultant should have a minimum of a postgraduate degree in a related field of studies
- Proven record of designing a contextualized capacity development module particularly in the area of women leadership and governance for CSOs.
- Demonstrated experience and success in delivering governance, Gender transformative and strategic leadership capacity development services including training/workshop, mentorship and coaching support which informed by women friendly and feminist/gender transformative approaches
- In depth understanding of the gender transformative, feminism, women empowerment within the context of Ethiopia
- Previous experience working with non-governmental or humanitarian organizations is highly desirable
- Proven experience of training facilitation and presentation skills
- Good understanding and proven working experience with Women organization and their leadership/management is highly desired.
- Excellent written and verbal communication and reporting skills
