The Carter Center – Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following vacant post for its health /NTDs/ programs.
Summary Job Description:
- The incumbent maintains liaison with Program Managers, M&E Officers, data managers and finance units, to get adequate data on project/program implementation for progress reporting.
- Under the supervision of the DCR-O, makes all necessary effort and undertakes to ensures that the partnership with government stakeholders is managed adequately.
- Provide necessary support in the arrangement of partnership meetings with stakeholders, regional and federal level signatories, including arranging of venues, taking minutes and follow-up and updating of the action points.
- Undertakes to ensure that project proposals and project agreements, are timely submitted and signed with relevant stakeholder.
- Support in the preparation of annual plan of operation, quartier reports, annual reports and terminal reports, project end reports are conducted completed and submitted to the relevant government stakeholders timely.
- In consultation with the supervisor, the incumbent participates, supports and contributes in developing long-range program plans, goals, objectives, and milestones for evaluating and measuring the effectiveness of TCC-E health programs.
- Support in maintaining adequate analysis of budget and financial aspects of the project during project proposal development, monitoring and evaluation.
- As appropriate, participates, support and contributes to the development of M&E plan for each program.
- Enable and answer questions related to organization’s project management standards and applications.
- Identify and communicate and follow up on the reporting requirements and standards of each project.
- Compile all the necessary information for the preparation of project proposal and support in the preparation of the project documents and status reports. Prepare/draft project documents and status reports,
- The project compliance and partnership officer will contribute and support in developing new ways to measure program accomplishments, results, efficiency and effectiveness.
- Support preparation of quarter report, annual report, midterm & terminal reports for TCC-E health programs, review and comment on the relation and integration of the financial and activity aspects of the reports., present findings and recommendations for the DCR-O
- Support project management phases such as need identification, planning, implementation and outcome monitoring.
- Support and undertakes in the proper formatting of project documents and reports before submission.
- Support in field supportive supervision of projects as required.
- Undertakes other related duties as assigned by the supervisor.

Accountable to: Deputy Country Representative – Operations
Terms of Employment: One year contract with a possibility of extension.
Qualification and Experience:
- MA in Project Management, Management, Economics, Public Administration, or equivalent in related fields.
- Relevant experience of a minimum of six years
- NGO experience.
Additional Requirements:
- Experience in compliance and partnership management areas is essential.
- Experience and knowledge in areas of project cycle management.
- Strong in planning, status follow-up and reporting skills using different methods including electronic status monitoring system.
- Technical knowledge and understanding of compliance, partnership/stakeholders’ engagement and management.
- Proactive and attention to detail.
- Willing to travel in different regions and zones for field assignments.
- Able to present a recommendation letter from the most recent employer.
