Ministry of Health-Ethiopia  would like to invite competent and interested applicants for the following positions.

Main duties and responsibilities: 

  • Under the direct supervision of Disease Prevention and Control lead Executive Office / TB, Leprosy and other lung disease Prevention and Control Deskhe/she will plan, coordinate and engage national and regional level activities. He/she will also assist ensuring program monitoring and submit periodic report as per plan.
  • Specific duties and responsibilities
  • Coordinate and manage TB-IPC,TB/L and other lung disease prevention & control  activities in close consultation with MOH/TBL&OL lead executive office.
  • Conduct Capacity building /training at national & regional level
  • Support development/revision of strategic plan, TBL & other Lung disease  guidelines, SOPs & job aids
  • Provide direct support for  proper implementation  of TB/HIV and TB-IPC activities 
  • Strengthen National TB/HIV & TB-IPC program management capacity.
  • Provide leadership and management to  transition  region  based TB –IPC,TB/HIV& other TBLL
  • Support & Lead monitoring of program performance at national level(SS,RM)
  • Work closely, coordinate & collaborate with other partners in the country(EPHI, EPSS, USG and other partners)to provide uniform services
  • Actively engage in internal & external team meetings ,discuss on issue & identify solution
  • Strengthen national and regional networks(plan, organize, coordinate and monitor Program)
  • Provide system level support for national/regional TB/HIV and TB-IPC capacities
  • Contribute to development and writing reporting tools for improve M&E 
  • Represent TB-IPC  activities at national and regional meetings
  • Travel domestically, regionally or internationally as required.
  • Provide technical guidance and support to RHBs in transitioned regions for TB/HIV program implementation in line with the national strategy.
  • Provide technical guidance and direction for the implementation of DSD model approaches or TB treatment and TPT services.
  • Maintain functionality and continuity of national TB/HIV TWG and serve as TB/HIV related work.

Reports to: Ministry of health, Disease prevention and control Lead executive Office
Employment Type &Duration: Duration of contract: One year, renewable based on performance and availability of funds
Required Number: One (1)

Required educational background and work experience:

  • MD/BSc in Public Health or in Nursing with 14 years  work Experience or MPH/MSc in Public Health or in Nursing with 12 years prior work experience or 10 years prior work experience for PhD.
  • At least 6 years specific to TBL /TB-IPC/TB-HIV work experience with strong skill and knowledge, Demonstrate experience in program planning and evaluation, Strong experience in community& facility based field works

Language Proficiency:

  • Working knowledge of English 

Job Knowledge:

  • Must possess thorough knowledge of TBL/TB/HIV, TB IPC program management.  Better understanding for PEPFAR rules and regulations of managing projects. Must be well acquainted with structure of host country’s health system.

Required Skills:

  • Demonstrated capacity in supporting region, zone and Woreda health offices and health facility staff in implementation TB/HIV program and services.
  • Ability to establish and maintain effective result-based working relationship with staff at national and regional levels and partner organizations.
  • Must possess excellent interpersonal skills and demonstrate cooperative working relationships.

Interpersonal Skill Requirements:

  • Must be tactful and effective in dealings for program/project implementation with partners and various officials of governmental and non-governmental organizations,
  • Articulate communication, excellent in written and verbal communication & presentation

Computer literacy:

  • Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
  • Ability to use additional statistical analysis packages is an advantage e.g. SPSS, Epi- Info.

Accountability

  • Both the Civil service and MOH-E rules and regulations will be applied to guide the day to day activities and performance of the manager.

As new priorities emerge, the MOH-E may periodically revise this TOR for this position.
