The Alliance for International Medical Action (ALIMA)

ALIMA (The Alliance for International Medical Action) is a medical humanitarian organization created in 2009. ALIMA is present in 12 African countries and in Ukraine. Its operational headquarters are located in Dakar, Senegal. In France, ALIMA is registered as an association under the law of 1901 and its headquarters are located in the 11th arrondissement of Paris. The association is also registered in the United Kingdom, the United States and Australia.

ALIMA aims to provide medical relief in emergency situations or medical disasters by basing its modus operandi on partnerships, mainly with national humanitarian actors and research institutes1 . By pooling and capitalizing on their skills, ALIMA and its partners enable access to quality care for the greatest number of beneficiaries and contribute to the improvement of humanitarian medicine practices through operational research projects

Main Purpose 

Reports compiling based on the extracts from the donor proposals/reports as well as handling of administrative affairs.Liaise on the department business related to the federal and regional governmental bureau.

Give support to external administrative work and to the coordination team in obtaining working/travel/residence permitsas well as all official contacts, according to local and international laws and ALIMA procedures, in order to ensure the smooth running of ALIMA activities. 

Accountabilities 

Ensure consistency between donor proposals/reports and government regional proposals/reports, both descriptive and budgetary;

– Compile proposals/reports based on excerpts from donor proposals/reports;

– Support in resolving problems that may arise in the preparation/compilation of regional proposals/reports and alert in case of lack of arguments; 

– Contribute to the timely compilation of regional project amendments and extensions, based on excerpts from donor requests for amendments and extensions;

– Compile regional annual reports in the annual mission report based on reports received from the field and the various departments;

– Electronically document government proposals, MOUs, reports and related documents.

– Conduct regular on-site checks to ensure that government agreements and reports are properly recorded. 

– Coordinate the production and delivery of proposals/activity reports to regional and federal offices;

– Assist/liaise in the production of all government reports with the program, finance, logistics and HR departments;

– Ensure reports meet the requirements of federal, regional and ALIMA rules, regulations and standards;

– Liaise with the Government Liaison and Reporting Officer to clarify government guidelines;

– Obtain and disseminate updated information regarding regional proposal/report formats to all stakeholders;

– Participate in grant review meetings as appropriate.

– Participate in and take minutes of internal meetings as appropriate;

– Become familiar with field activities by visiting regions/areas of intervention and woredas;

– Ensure visa, work permit and any other matters requiring liaison with federal and regional offices;

– Together with the HR Coordinator, ensure that all ALIMA staff has applied and obtained on time any visa, stay, travel or working permits in the mission country according to needs, and keep information on legal, administrative procedures

– Maintain the support travel service in HQ informed about ongoing processes, specific situations or changes in the procedures related to visas, working permits, etc..

– Establish and maintain professional contacts with relevant authorities, depending on the context and the needs of the mission.

– Arrange meetings related to administrative issues for the Head of Mission or the CORH as well as attend them.

– Provide translation/interpretation in day to day conversations and official meetings if held in local language

– Keep a complete and updated detailed list of all useful contacts in the Country/Mission with names, telephones, addresses and other relevant details.

– Ensure, together with the management coordination team members that all ALIMA activities are running lawfully and in agreement with the Memorandum of Understanding in all administrative or customs related issues and inform about any possible risks or problems.

– Ensure that no illegal money is paid to any authorities or any individual, promoting and sharing ALIMA principles and values at all levels.

– Perform  Keep all documentation and files updated, properly filed and easily accessible for the internal users.

Other activities related to reporting or ALIMA representation to the authorities

 

EXPERIENCE AND SKILLS

●        Minimum of bachelor’s degree in Social /Development/international relation/Humanitarian studies or any other related field.

●        4 years’ experience with INGO or similar environment including knowledge with Ethiopian government rules, regulations

●        Perfect knowledge of MS Office package, especially Excel & Word

BEHAVIORAL SKILLS

●        Demonstrated experience in the development of project proposals as well as government and other MOU processes;

●        Demonstrated experience liaising with federal and regional offices.

●        Familiarity with government budget presentation, including 80/20 regulations.

●        Good communicator: oral and written

●        Ability and willingness to adjust work practices and schedules to meet deadlines.

●        Highly organized, detail oriented and able to work under pressure.

●        Demonstrated experience in the development of project proposals as well as government and other MOU processes; 

●        Demonstrated experience liaising with federal and regional offices.

●        Strong interpersonal skills, team work.

●        Strong communication skills

●        Ability to work on own initiative and adaptable to changing needs and situations

●        Flexible, patient and adaptable to a changing environment.

●        Ability to work under pressure with numerous deadlines, etc.

 

LANGUAGES SPOKEN BY THE CANDIDATE

●       A good command of oral and written English is essential;

●      French is an asset.
