You will be part of the Anglophone Africa portfolio of the GIZ International Services department. The main focus of your tasks will be the acquisition of new projects with international donors such as EU, MCC, World Bank and others. In addition, you will be responsible for the project management and backstopping of new projects, acting as a focal person for the implementation teams and clients in Ethiopia and the region.
Project acquisition
  • Market analysis and opportunity identification;
  • Networking and proactive and strategic collaboration with donors, clients, partners and experts;
  •  Evaluation of project opportunities on the basis of key figures and contextual information.
  • Organizing and conducting fact-finding missions, capture planning and bid strategy preparation;
  •  Conceptual and methodical preparation of « pre-qualification » documents;
  •  Bid preparation and bid management of technical proposals for key tenders, including but not limited to EU service contracts;
  •  As part of bid management, coordination of the bid team and identification of partners and experts together with the recruitment team, drafting and editing of assigned sections of the technical offer, supervision and management of external consultants and proposal writers, project design and budget development in close coordination with the finance team; 
  •  quality assurance and timely approvals for bid development and submission
Project management and backstopping
  •  Backstopping of projects in accordance with GIZ policies and procedures as well as client requirements, including but not limited to the EU PRAG guidelines;
  •  Support to the identification and mobilization of long- and short-term experts for planned consultancy missions in close cooperation with GIZ’s recruitment team;
  • Preparation, review, and quality assurance of project reports and deliverables;
  • Project management and administration in accordance with GIZ and client policies and procedures;
  •  Management of core project processes such as planning, financial steering, and procurement in close coordination with core process support teams in Ethiopia and Germany;
  •  Knowledge management and development of project implementation strategies
  •  Management of relationships and communications with clients, partners, and experts

Contract duration 1 year 

 Qualification

  • You are a national and resident of Ethiopia;
  • You hold a post-graduate university degree (at least at Master’s level and in a subject related to international cooperation, such as political science, development studies, economics, international law etc.).
  •  You have at least four years of relevant professional experience in the full acquisition cycle (from early positioning to consortium building and proposal development) of competitive service contracts with international donors;
  • You are reliable, innovative, have excellent communication skills and are politically aware.
  •  You have experience working in international as well as hybrid teams (teams based in different geographic locations);
  •  You enjoy working in a team, but you are also able to work independently and are willing to put the results of your work at the disposal of the team.
  • You have a very good knowledge of current Microsoft Office applications.
  •  Full fluency in written and spoken Amharic and English is an indispensable requirement. 
  • Knowledge of German, French, or Portuguese is a major advantage.
  • Knowledge of other languages spoken in Ethiopia is considered an asset;
  • Work experience with a European international consulting firm tendering for and implementing EU service contracts is considered an advantage

 Experience

  • At least 3 years of demonstrable experience implementing     development cooperation projects in Ethiopia is required;
  •  Experience with bid management or coordination of EU tender proposals (service contracts is an absolute requirement);  
  •  Experience writing technical proposals in English for the EU (service contracts), FCDO/DfID, the World Bank, or AfDB is considered a strong asset;  
  • Experience working with other international clients such as MCC, the World Bank, EIB, European bilateral development agencies, and with the private sector would be an asset.
